VAT Threshold Stymying Small Business Growth

  • Submitted by: Kevin Stewart, Aberdeen Central, Scottish National Party.
  • Date lodged: Wednesday, 24 January 2024
  • Motion reference: S6M-11960

That the Parliament recognises the findings of a recent report, entitled VAT for Small Businesses, by the Federation of Small Businesses; further recognises what it sees as the vital contribution that small businesses make to Scotland's economy; believes that the transition to VAT registration when turnover exceeds the £85,000 threshold is often a barrier to small business growth, and that many small businesses cap their growth to remain under the threshold; acknowledges the data from the Office for Budget Responsibility, which reportedly shows that 44,000 small businesses across the UK are expected to cap their growth to keep their turnover just below the £85,000 threshold; notes that the threshold was set in 2017 and has not been uprated by inflation, and calls on the UK Government to accept the recommendations of the report by increasing the VAT threshold by inflation to around £100,000, and to put in place a taper mechanism to soften the impact of the VAT threshold on growing businesses.
