Felling After Storms Arwen and Barra

That the Parliament recognises the devastation brought about by Storm Arwen; notes the reports of widespread loss of trees across Eastern Scotland; understands that in excess of one million cubic metres of timber has been blown down in Scotland, which is estimated to be 20% of the annual harvest; further understands that Scottish Land and Estates and Confor are working hard to provide their members with advice on contacting local offices to gain felling permission; notes reports that timber contractors are offering to start work, but cannot, due to the delay in permissions; considers that Scottish Forestry should ensure that applications for felling permissions to clear windblown trees are processed quickly, in order to enable the wood supply chain to implement harvesting and marketing plans, which will help ensure that the windblown trees are harvested before they degrade and lose economic value; understands that species like Scots pine degrade quickly after being windblown, and damaged trees have little or no value if they are not harvested quickly, and believes that the Scottish Government should urgently act to allow for emergency exemptions to felling regulations and continue to support Scottish Forestry to expedite fast-tracked applications.
