Pay Justice for Abellio ScotRail Workers

That the Parliament commends the essential role played by Abellio ScotRail workers throughout the COVID-19 pandemic to ensure that rail services could continue to run; understands that workers employed by Abellio ScotRail have not received a pay award for 2020-21 or 2021-22, and that the Scottish Government, which is managing the franchise under its Emergency Measures Agreement (EMA), has not provided any additional funding for these awards; believes that these key workers in a publicly-funded and managed industry deserve a pay award; notes that, under the terms of its EMA with the Scottish Government, Abellio ScotRail is able to receive performance and management fees; understands that the Scottish Government has criticised the UK Government’s public sector pay freeze for 2021-22, which also covers rail workers in England, and has implemented its own pay award for public sector workers; believes however that this has not been extended to rail staff; is concerned that this approach fails to take account of the vital role played by ScotRail staff during the pandemic and the rise in the cost of living, and calls on the Scottish Government to provide funding to enable ScotRail workers to receive a pay award for 2020-21 and 2021-22.
