Pulmonary Rehabilitation

That the Parliament notes that 18 to 24 June is Pulmonary Rehabilitation Week 2018; acknowledges the importance of pulmonary rehabilitation (PR) as a cost-effective intervention to support people living with chronic obstructive pulmonary disease and other lung conditions; understands that it improves muscle strength to allow people to use the oxygen that they breathe more efficiently, help them cope better with feeling out of breath and improve fitness, mental health and wellbeing; believes that PR programmes vary widely in their availability, format, capacity and delivery, with 9,000 places available per year; understands that an estimated 69,000 people would benefit from the approach; acknowledges that there is a variation in the provision across NHS boards; believes that some people who would benefit from PR are not being referred by their GPs; understands however that, often, those who are referred do not complete their programme; considers that more research is needed to determine the reasons why; supports the work of organisations, such as the British Lung Foundation, the Chartered Society of Physiotherapy and Chest Heart & Stroke Scotland, in championing PR; notes the roundtable discussion on the intervention that was hosted by the Cross Party Group on Lung Health on 12 June; supports the aspiration of the Scottish Government to improve respiratory care and services through the draft respiratory improvement plan, Realistic Respiratory Medicine, and welcomes the continued collaborative working to optimise the provision of PR across the country.
