As an amendment to motion S5M-12342 in the name of Graham Simpson (Housing), insert at end "; considers that improving the quality of this significant body of housing stock will help tackle climate change, create green jobs, eliminate fuel poverty and improve public health, and believes that the review should also consider the introduction of owner-funded long-term maintenance funds and how owners can be encouraged to make green upgrades."
