Protection for Victims of Daesh

  • Submitted by: Ben Macpherson, Edinburgh Northern and Leith, Scottish National Party.
  • Date lodged: Thursday, 22 February 2018
  • Motion reference: S5M-10611

That the Parliament notes with sadness the death of 16-year-old Shahd Khodr Mirza as result of complications arising from lack of access to surgery; understands that Shahad was held captive by Daesh militants for around three years and was tortured physically and emotionally during her period in captivity, which it believes was one of the causes of her severe myocardiopathy; notes that Shahad was a member of Yazidi community, which it considers has suffered persecution and severe violence at the hands of Daesh during its occupation of northern Iraq in 2014; understands that a number of organisations and states, including the Parliamentary Assembly of the Council of Europe, the European Parliament, the US House of Representatives, the Canadian House of Commons and the French Senate, have recognised that Daesh’s actions amount to an attempted genocide of the Yazidi people; notes that a previous parliamentary motion from the Member on 21 February 2017 (S5M-01430, Justice for Yazidi People), recognised and condemned “the genocide perpetrated against the Yazidi people by Daesh”; notes that the motion called on the UK Government to “request that the UN Security Council refer the genocide committed against the Yazidi people to the International Criminal Court”; recognises that there is now an investigation team in place, which will require support to ensure a full and comprehensive investigation, and calls on the UK Government, whenever possible, to bring some of those who need advanced medical treatment to the UK.
