Supporting Scotland’s Carers

That the Parliament acknowledges that the Carers (Scotland) Act 2016 comes into force on 1 April 2018; understands that unpaid carers in Glasgow and across the country provide more care than the health and social care workforce combined and that this has been valued at being worth £10.8 billion annually; notes the view that this level of care can only be sustained if carers themselves are supported; understands that the financial resources allocated to implement the legislation are set out in the draft budget as "an additional £66 million...to continue to support the delivery of the Living Wage for adult social care workers, and to increase payments for free personal and nursing care"; is concerned therefore at reports that the resources to support carers in the first year of the act is equivalent to only £22 for each carer and that the £19.4 million that the Scottish Government has estimated it will cost to implement it is inadequate, as it underestimates the demand and costs on integrated authorities, does not recognise funding streams coming to an end in advance of the new law and fails to take account of the £16 million costs for waiving charges for carers, including replacement care, and notes the calls on ministers to both review the resources accompanying the act and ensure that the resources provided to the integrated authorities are used to directly benefit carers and are fully accounted for.
