Preventing Drug-related Harm and Deaths

That the Parliament understands that a record 706 drug-related deaths were registered in 2015, which represents a 15% increase on the 2014 figure and is part of a steady rise in drug-related deaths over the last two decades; notes the increase in the number of people admitted to hospital as a result of drug misuse; considers that these appalling figures demand a new approach rooted in the evidence of what works around Scotland and elsewhere; understands that this call was backed by many responding to a recent Bauer radio phone-in; believes that drug-related deaths are preventable and that everyone should be able to get the support that they need; supports for the steps taken towards establishing a new safe-injecting and heroin-assisted treatment facility in Glasgow and believes that this could be replicated elsewhere; considers that additional steps are needed to bring Scotland in line with best practice, reduce harm, alleviate the burden on the NHS and free up the justice system to tackle the people and groups producing and dealing drugs, and believes that these should include treating drug use as a health issue, public health campaigns, local authorities being able to make licensing decisions based on venues efforts’ to keep their customers safe and the de-facto decriminalisation of the possession of drugs for personal use and diverting people into education and treatment instead.
