That the Parliament welcomes reported research from Carbon Tracker into the environmental impact of a proposed SSE Thermal combined cycle gas turbine power station at Peterhead; notes the UK Supreme Court decision in R (on the application of Finch) v Surrey County Council and the updated Institute of Environmental Management and Assessment (IEMA) guidance, which, it understands, led to the need for SSE Thermal to review its environmental impact assessment (EIA) of the project; understands that the research estimated that greenhouse gas emissions would be more than five times greater than the initial estimates, due to the exclusion of upstream emissions related to the supply of natural gas, emissions during periods of unplanned carbon capture facility outage, and significant uncertainty around the carbon capture rate of the facility; further understands that the proposed gas-fired power station would only create up to 50 operation jobs at the plant over its lifetime, and believes that a just transition for workers and communities in north-east Scotland must deliver mass high-quality, secure and unionised jobs in green industries, including renewable energy development, oil and gas decommissioning, and infrastructure expansion and improvement.
