The Impact of Health and Social Care Budget Reductions in Glasgow

That the Parliament notes with concern the reported confirmation of over £36 million in reductions to the Glasgow City Integration Joint Board (IJB) budget; understands that the cuts will see the loss of at least 90 NHS jobs and 62 council posts; further understands that there will also be an increase of 5% on service charges and a 12.8% rise in hot meal charges to make up the budget shortfall; notes the reported reduction of £3.3 million from prescribing services, of £3.5 million from funding to help people live independently, and £2.1 million from funding for children and families; understands that, despite the recently reported 41% increase in drug deaths in Greater Glasgow, the Alcohol and Drug Partnership budget is being reduced by 10% as part of this programme of budget reductions; recognises what it sees as the efforts of workers and representative trade unions in opposing these cuts, which, it believes, are being implemented without adequate consultation with both staff and the public; understands that the UNISON, RCN and Unite trade unions have lodged a formal dispute on this matter, and believes that the loss of at least 152 jobs in health and social care undermines the capacity to provide community-based care and make early health interventions to improve outcomes for patients, and that this risks compounding pressure on what it sees as already stretched key workers who are trying to meet demand with less resource.
