As an amendment to motion S6M-05111 in the name of Jackie Baillie (Delivering the Immediate Removal of Non-residential Social Care Charges), leave out from "financial year" to end and insert “parliamentary session; welcomes the recent introduction of the National Care Service (Scotland) Bill, in line with the Bute House Agreement, and supports the creation of this new service, which will end the postcode lottery in adult social care in Scotland; regrets that the UK Government’s welfare cuts, and retention of 85% of spending on social security benefits, including low-income benefits, and employment powers, including the minimum wage remaining with the UK Government, is letting down the most vulnerable in society by failing to properly address the cost of living crisis and its causes; notes that the Scottish Government has increased eight Scottish social security benefits at double the rate that the UK Government uprated benefits within its control; understands that the overall budget available in Scotland is largely determined by the spending decisions of the UK Government, and considers that the Scottish Government is already investing in mitigating the impact of UK Government control, tackling the cost of living, and tackling poverty.”
