The number of homeless veterans in Scotland remains low and homeless veterans are a relatively small proportion (2%) of homeless households. Official statistics shows us that veterans are no more likely to be homeless than the rest of the population and that the reasons for veterans becoming homeless are broadly comparable with the rest of the population.

However, we are committed to reducing homelessness for all, including some veterans who are at risk of encountering housing problems at particular transition points in their lives.

The Housing (Scotland) Bill, currently progressing through the parliamentary process, will build on the existing strong rights for people who are homeless. While there are no specific provisions for veterans, the homelessness prevention measures outlined in the Bill are designed to meet the needs of specific groups, including some veterans, who are at greater risk of homelessness than others.

Guidance on enforcement powers for local authorities in the Building (Scotland) Act 2003 is provided in the Building Standards Enforcement Handbook and the Building Standards Procedural Handbook. The National Planning Framework 4 states that development proposals for the demolition of listed buildings will not be supported unless it has been demonstrated that there are exceptional circumstances and that all reasonable efforts have been made to retain, reuse and/or adapt the listed building.

A local authority will rely on evidence from a survey carried out by a structural engineer to advise on all options that minimise the extent of any demolition work. A local authority may engage an accredited conservation engineer on a case by case basis following advice from the structural engineer.

Members and the public are encouraged to use clips from Parliament TV on social media. This is an effective mechanism for sharing information about the work of Members and reaching new audiences.

The SPCB last considered this matter in April of this year when it agreed new guidance for Members and their staff on the use of clips for social media.    

The guidance was subsequently published in May 2024 and includes illustrative examples of what is and isn’t acceptable in line with both the copyright policy and the policy for MSPs’ on the use of parliamentary resources.  The material can be used to make a fair and accurate report of parliamentary proceedings and should not be edited, added to, distorted or digitally manipulated except to add accessibility features.  

SPCB policies and guidance are kept under review. Feedback is welcome so we can ensure they are as clear and useful to Members as possible.

We have allocated over £66 million of funding to Sustrans this financial year. This includes funding and support to Local Authorities and others to deliver infrastructure to help people walk, wheel or cycle, as well as support to upgrade and expand the National Cycle Network throughout Scotland. This is delivered by Sustrans’ Scotland based staff from their office in Edinburgh.

As part of our transformation of active travel delivery, the funding of the main Transport Scotland infrastructure programme, Places for Everyone, managed by Sustrans, winds down to December 2025.

The new Active Travel Infrastructure Fund which will see Transport Scotland directly award funding to Local Authorities, Regional Transport Partnerships and National Park Authorities.

The Scottish Government has continued to support local authorities to decarbonise fleets and since 2014 we have now provided over £41 million to fund leasing and purchase of ultra-low and zero emission vehicles and installation of associated infrastructure.

Since 2021-22, support for local authority fleet decarbonisation has focused on the installation of fleet EV charging infrastructure to enable further fleet decarbonisation, rather than the purchase or lease of zero emission vehicles. Local authorities are provided funding by means of a block grant, each local authority allocates part of this grant to manage, operate and decarbonise its fleet. Figures for funding support in addition to the block grant for each local authority in each year following 2021-22 are set out in the following table.

In 2024-25 no additional funding has been provided to local authorities. We continue to work with public bodies to decarbonise the public sector fleet and we are working with the public sector to develop a Fleet Decarbonisation Action Plan that reflects the current fiscal operational environment, and the scale of emission reduction required.

ScotRail will partner with Clarus in a project taken forward on behalf of Scottish Government digital, Scottish Futures Trust, Highlands and Islands Enterprise, which will use ScotRail trains to test satellite connectivity in rural areas where existing 4/5G mobile connectivity is poor or does not exist. The trial will last 6 months and, amongst other benefits, offers an opportunity to provide reliable connection to passengers where digital gaps currently exist.

Separately from that, ScotRail currently utilises Starlink to fill in any gaps where internet connection is not strong enough to support its day to day activities, including maintaining safety and security. This is an operational matter for ScotRail.

The Office for National Statistics (ONS) produces Claimant Count estimates at Local Authority and Ward level, and model-based unemployment at Local Authority level based on the Annual Population Survey and Claimant Count.

The claimant count rate for Dundee City local authority and 2021 electoral wards within Dundee City are shown in Table 1 for June 2021 to June 2024.

The model based unemployment rate for Dundee City local authority are shown in Table 2 for July 2021 to June 2022 through to July 2023 to June 2024. The ONS model based estimates of unemployment are the official source for unemployment rates by local authority. Unemployment rates by electoral ward are not available from this source.

The percentage of primary schools meeting the target of providing at least two hours of PE per week as of July 2024 is 99.6%

This is a matter for individual schools and local authorities. This level of information is not held centrally.
