To help ensure that qualifications awarded in Scotland are of a consistently high standard, the Short Life Working Group (SLWG) was established to develop and consider the options and implications of any potential changes to the scope of accreditation.

The SLWG is chaired by the Scottish Government’s Director for Education Reform and all members have a responsibility to share their expertise from their roles within the Scottish qualifications system. This is with a view to developing an evidence base that will support informed decision making on all aspects relating to the scope of accreditation.

The responsibility for quality assurance within the education and qualifications system is a shared responsibility across Scottish Government, a range of public bodies including the SQA, as well as other institutions.

The Scottish Government expects NHS Health Boards to manage those in need of adult allergy services according to local needs and deliver these services to provide high quality care that is safe, effective, and person-centred.

Children and Young People in Scotland can access dedicated allergy services through the National Managed Clinical Allergy Network (CYANS). CYANS has published a guideline on the diagnosis and management of food allergies in children, based on national guidelines. All locum pathologists used to cover non-suspicious Crown-instructed post mortems in Aberdeen are NHS consultants with significant experience of conducting examinations. Prior to being instructed by the Crown, each locum pathologist is interviewed by COPFS officials and an experienced Forensic Pathologist to confirm that they have the appropriate skills and experience to take on the role.

There are no identified quality issues with the post mortem examinations being carried out by locum pathologists in Aberdeen.

The Scottish Government recognises that high quality, accessible and affordable early learning and childcare is vital in rural areas to support children’s outcomes and to enable parents or carers to train, work or study. A full response to the Health, Social Care and Sport Committee report, Remote and Rural Healthcare Inquiry, was sent on 18 November. The Scottish Government, in collaboration with the Centre for Workforce Supply and the National Centre for Remote and Rural Health and Care will develop a sustained model of direct support that will provide rural and island employers with the help they need to improve recruitment success.

We recognise the provision of childcare is a key factor to support more people in rural and island communities to enter and sustain training, employment and starting a business. The Scottish Government continues to fully fund local authorities to deliver 1140 hours of Early Learning and Childcare to eligible children across Scotland, backed by almost £1 billion funding each year. In addition, at a national level, several work programmes are underway to support childcare access in rural and island communities. This includes –

• Funding a new national childminder recruitment and retention programme.
• Making grants available to local authorities via the Addressing Depopulation Action Plan Fund, two of which will contain a focus on addressing childcare issues in areas affected by acute population decline.
• Providing local authorities with an additional £16m in 2024-25 to support payment of the real Living Wage to staff delivering funded ELC in the private and third sectors.
• Investing £16 million over the next two years into our early adopter communities (EACs), including those in rural and island locations. We are extending the number of communities involved in this work in existing EACs in Dundee, Clackmannanshire Glasgow and Inverclyde – as well as further expanding into Fife and the Shetland Isles. This will allow us to test and understand particular challenges and opportunities in rural and island areas.

There are currently no part-time forensic pathologists based in Aberdeen. There was one based in Aberdeen until 20 November 2024.

In Scotland, post mortem examinations instructed by the Crown are performed by Forensic Pathologists and NHS Consultant pathologists. Forensic pathologists perform a mixture of Forensic and non-Forensic examinations.

Aberdeen University provided a Forensic pathology service in Aberdeen in eight of the last ten years. Over those eight years, examinations were conducted by Forensic pathologists covering both Forensic and non-Forensic postmortems and it is not possible to separate the Forensic and non-Forensic pathology costs.

There has been no Forensic pathology service provider in Aberdeen in 2023-2024 and 2024-2025. COPFS-instructed non-forensic examinations in Aberdeen have been conducted by locum NHS consultant pathologists and Forensic services have been conducted by other Forensic service providers in Scotland. It is therefore possible to provide the costs of the Forensic pathology caseload in Aberdeen for 2023-2024 and 2024-2025 (forecasted figures from November 2024 to March 2025) and these are shown in the following table:

The average turnaround times for a non-suspicious post mortem to take place - measured from the later of the date of instruction from COPFS or the date the deceased is admitted to the designated mortuary to the date the post mortem takes place – is detailed in the following table:

In my capacity as Cabinet Secretary for Net Zero and Energy, I can confirm that I have not met Hill of Fare Windfarm Information Group.

The consultation proposes new standardised processes for both onshore and offshore developers to engage with local communities and stakeholders before applying to the Scottish Government for new energy infrastructure.

At present, the Electricity Act has no provisions that compel developers to notify or consult communities or stakeholders before an application is submitted to Scottish Ministers.

This means the public and communities could remain unaware of proposed projects until an application is submitted.

Many developers do consult communities, but the approach is variable – which undermines public confidence and makes the applications more complex.

The consultation suggests a duty to consult communities and other statutory bodies – such as the planning authority – before an application is made.

It also proposes that a “statement of community consultation” is submitted with an application. This would set out how the public will be able to submit views on the development and how those will be considered in the final application.

The consultation also proposes the submission of a final consultation report setting out the steps taken to engage the public and how those views have been considered.
