In February 2023 the Scottish Government was made aware of an escape of approximately 80,000 fish during transport. The fish originated from Loch Shin and were loaded at Lochinver; the loss occurred en route to Orkney.

No formal assessment of the impact was made by the Scottish Government or its bodies as the incident took place during transport. The regulatory framework requires the circumstances which give rise to a significant risk of escape or actual escape of fish on or in the vicinity of a fish farm to be reported under the Aquatic Animal Health Regulations (Scotland) 2009 as amended. As drafted, the regulations do not require losses during transportation, which are less common, to be reported, although businesses often do as it is good practice.

The transporter involved in the incident has taken action to prevent similar events in future.

Scottish Water publishes data on all monitored overflows on its website, and recently launched an overflow map at https://www.scottishwater.co.uk/Your-Home/Your-Waste-Water/Overflows/Live-Overflow-Map. The overflow map lists the number of monitored overflows by local authority.

Tackling religious or race-based intolerance, including Islamophobia, is a priority for the Scottish Government. The Cross-Party Group’s report, Scotland’s Islamophobia - Update 2023, attributes three recommendations to the Scottish Government:

1. Integrate an understanding of Islamophobia into compulsory components of the Scottish education curricula and all teacher training education.

Curriculum for Excellence purposefully does not mandate curriculum content. However, this recommendation and the wider report will be considered in the context of the Curriculum Improvement Cycle. The Cycle commenced in early 2024 and involves the review and update of each curricular area within Scotland’s curriculum.

In terms of teacher training, teachers in Scotland are required to meet the General Teaching Council for Scotland’s Standard for Full Registration, found at: Document > The Standard for Full Registration- a commitment to the professional values of social justice, trust and respect and integrity is at the heart of this. The Standard recognises that our increasingly interconnected and rapidly changing world faces many social challenges, and an effective, responsive and inclusive education system is vital if we are to address these. The Standard also explicitly states that social justice is the view that everyone deserves equal economic, political and social rights and opportunities now and in the future.

2. The Scottish Government should ensure that the Public Sector Equality Duty is enforced in schools and provide additional training so that this can be better implemented and enforced.

Enforcement of the Public Sector Equality Duty is the responsibility of the Equality and Human Rights Commission (EHRC), not the Scottish Government. The EHRC rightly operates independently. The Scottish Government does however encourage all organisations to appropriately implement the Public Sector Equality Duty. The guiding principles of our Learning Estate Strategy, which was co-produced with COSLA and other partners, also makes clear that learning environments should support the wellbeing of all learners.

3. The Scottish Government should fund and support organisations and initiatives that support social cohesion and integration, particularly for Muslim women.

The Scottish Government is committed to building resilient communities within which divisive narratives will not resonate. We work cooperatively with a wide range of organisations throughout the country to support social cohesion and integration, tackle hatred and promote inclusion. Turning specifically to Muslim women, the Scottish Government has provided over £150,000 in the current financial year to Amina, The Muslim Women’s Resource Centre to deliver a range of ambitions which address a number of issues including: violence against women and girls; children, young people and families’ intervention; adult learning and empowering communities.

The Scottish Government launched a consultation on 20th December 2024, to seek views on how best to further regulate non-surgical cosmetics procedures.

The consultation has been informed by extensive work with a range of stakeholders, including beauty industry representatives, among others, but it is important we receive further feedback before the Scottish Government commits to any proposals.

In taking forward work on any potential new regulations, we will continue to seek views from, and consider the impact on, existing businesses.

Our proposals aim to be both robust and proportionate, protecting the public and supporting reputable business to operate safely.

As SEPA are directly responsible for its day-to-day operations, I have asked Nicole Paterson, Chief Executive of SEPA to respond. Her response is as follows:

SEPA plan the work it will deliver each year and regularly monitor, review and report on performance in a variety of formats.

The automated customer hub enables greater data insights for regular and accurate performance reporting. KPIs include first call resolution, average handling time, call abandoned, time spent customer facing as percentage of rota, forecast and adherence time and customer satisfaction.

Any level of violence is a concern but it is not correct to say that serious violent crime has almost doubled in a decade. The number of serious assaults and attempted murders recorded by the police has increased by 9% since 2014-15. However, levels have fallen over the past six years, down 21% from 4,361 in 2018-19 to 3,457 by 2023-24. This is replicated in other sources, with the number of hospital admissions related to assault down by a third between 2014-15 and 2023/24. Despite this encouraging progress we are determined to do more.

That is why, through the Violence Prevention Framework; Supporting documents - Violence prevention framework - gov.scot we have provided over £4 million investment over the last two years, to fund a range of targeted prevention and intervention activity across communities. Key actions so far include:

• Extending the support of the Scottish Violence Reduction Unit, to reach more individuals and communities across Scotland, including North and South Lanarkshire, Fife, Highlands, Glasgow and Edinburgh.
• Extending the Medics Against Violence Hospital Navigator Programme in two Children’s Hospitals in Aberdeen and Glasgow.
• Supporting Medics Against Violence engagement with young people to highlight the consequences of knife carrying and knife injuries in primary schools, youth clubs and secondary schools.
• Supporting the Scottish Violence Reduction Unit to develop a community of practice for over 100 police School Liaison Officers across Scotland.
• Trained over 800 teachers in schools to provide young people with key messages on violence, reaching 19 local authorities across Scotland.
• Supporting YouthLink Scotland to deliver various online and face to face No Knives, Better Lives training sessions to hundreds of practitioners working with young people, in addition to working directly with young people across Scotland.
• Supporting Education Scotland to deliver the Mentors in Violence Prevention programme, in schools across all 32 local authorities.

A joint COSLA/Scottish Government Flood Risk Management Funding Working Group, including representatives from Scottish Government, COSLA, SEPA, local authority Directors of Finance and flood officers has been established to discuss reform of funding and governance for flood resilience actions in Scotland and make recommendations on these issues to COSLA and Scottish Ministers.

This is an operational matter for Police Scotland.
