The Scottish Government recognises the current pressures on housebuilding and the importance of building more homes. We are aware of opposition from industry to the Scottish Building Safety Levy (SBSL). However, no immediate alternative solutions are being offered to address the scale of the funding challenge associated with cladding remediation. With developers contributing to cladding remediation in England through a Building Safety Levy, the Scottish Government considers it fair and proportionate that they are asked to do the same in Scotland.

Digital technology is a vital aspect of modern education and the Scottish Government is committed to ensuring online safety is appropriately recognised in Scottish education and wider child protection policies.

It is crucial that schools prepare our young people for life in the digital domain and reinforcing positive online behaviours is a key part of any safeguarding approach. Curriculum for Excellence sets out expectations for learning and progression in digital literacy (which includes cyber resilience and internet safety) from the earliest stages of learning.

In collaboration with Education Scotland, we have supported the development of professional learning and a wide range of teaching resources to support the integration of internet safety and cyber resilience within the curriculum.

The Scottish Government Programme for Government 2025-26: Building the Best Future for Scotland , includes our commitment to supporting Time for Inclusive Education’s Digital Discourse Initiative to equip children and young people with skills to navigate digital media and counter the impacts of disinformation and online hate. In addition, we have also committed to take forward the Ministerial Online Safety Taskforce to strengthen our approach to keeping children safe online, providing oversight and direction across Scottish Government and identifying what more can be done to protect children and young people.

We have carefully considered the impact that the proposals in Part 1 of the Land Reform Bill will have on landowners across Scotland. The 1000 hectare threshold means that only the largest 1.4% of Scotland’s farms are expected to be in scope, according to 2023 Agricultural Census figures.

The Strategic Board for Teacher Education is developing a Teacher Education and Development Framework to support teacher development throughout their careers. This includes a specific focus on improving support and mentoring for early career teachers.

We discuss the Scottish Government’s commitment to improving energy efficiency and decarbonising heating systems in Scotland’s buildings with a range of stakeholders on a regular basis to support improvements in fuel poverty and to help meet our climate target to reach net zero by 2045.

As the new Cabinet Secretary for Housing I will also meet with stakeholders on the issue in my new capacity in the coming months. Additionally, officials have, so far, met with the Sustainable Traditional Buildings Alliance, Sustainable Scotland Network, Scottish Land and Estates, UK Finance, and the UK, Welsh and Northern Irish Governments on the proposals. We will use the feedback we gain throughout written and verbal engagement to develop regulations that are fair, proportionate and achievable across the PRS housing stock.

In April, Dr Alasdair Allan MSP, former Minister for Climate Action, made a statement to Parliament that set out the Scottish Government’s plans to introduce a Heat in Buildings Bill later this session, and that it would be accompanied by the introduction of a minimum energy efficiency standard (MEES) in the private rented sector (PRS).

We have since launched our consultation on proposed MEES regulations for the domestic PRS to which all stakeholders are encouraged to respond. We recognise the individual challenges that some properties, particularly traditionally built homes and listed buildings, may face in meeting the standard and this is reflected in the inclusion of exemptions in our proposals. These will provide flexibility to individual circumstances where needed, such as preserving special characteristics of traditional buildings.

Court scheduling is a matter for SCTS and as a result there is no metric set by the Scottish Government. The Scottish Courts and Tribunals Service publish monthly criminal case data, including volumes, trends, and outstanding trials. They also publish information on criminal court modelling. The latest report can be found here.

Scottish Government continue to support the criminal court recovery programme so that our justice agencies continue to make progress in increasing efficiencies and effectiveness of our courts. It is pleasing to see that significant progress has been made in criminal courts.

We are continuing to engage with Historic Environment Scotland to consider the particular needs of Scotland’s traditionally constructed homes, protected, and historic buildings in taking forward our commitments to decarbonise.

In April, the Acting Minister for Climate Action made a statement to Parliament that set out the Scottish Government’s plans to introduce a Heat in Buildings Bill later this session, and that it would be accompanied by the introduction of a minimum energy efficiency standard (MEES) in the private rented sector (PRS).

We have now launched a consultation on proposed MEES regulations to be introduced in the domestic PRS. This will be accompanied by direct stakeholder engagement and workshops. Our proposals include a range of exemptions to accommodate individual circumstances which will provide flexibility for properties such as traditional and listed buildings.

We value the input from Historic Environment Scotland on this topic, and are committed to continuing to work closely with them to shape our proposals on MEES and any future proposals on decarbonising heating systems. We understand that certain buildings need particular solutions and HES will provide key expertise to ensure the best outcome for traditional and listed buildings and the people who live and use them.

Keep Scotland Beautiful has been provided with grants of £620,000 from Zero Waste Scotland and Scottish Government in 2023-24, 2024-25 and 2025-26 to deliver aspects of the National Litter and Flytipping Strategy focused on litter prevention, data improvement and supporting community engagement, In relation to community engagement, this supports the Community Litter Hub, provides training and engagement opportunities, and delivers community-led interventions to tackle litter arising from food and drink ‘on-the-go' and roadside litter.

In addition, the Private Landowners Grant Fund, administered by Zero Waste Scotland, provided targeted support to prevent flytipping on private land in 2023–24 and 2024-25. In 2023-24 has supported some community-based interventions. For example, Govanhill Housing Association received £19,960 to undertake improvements to 5 local flytipping hotspots by repurposing the areas affected and promoting this to residents, installing motion sensitive lighting and signage as well as working with residents to encourage appropriate behaviour.

The Scottish Government is committed to strengthening consistent enforcement of flytipping across Scotland. We continue to engage with local authorities and the Crown Office and Procurator Fiscal Service to understand barriers and share good practice. In 2023, we published an independent review of enforcement powers for litter and flytipping, which made a series of recommendations to improve coordination and effectiveness.

SEPA is piloting partnership models with councils and Police Scotland to address serious incidents. Since 2016, SEPA has issued 132 monetary penalties, totalling over £109,900, including recent Variable Monetary Penalties of more than £2,600 for repeat offenders.
