The Scottish Government can confirm there is no transport service, including taxi provision, available to support individuals who use drugs, in travelling to and from the Glasgow Safer Drug Consumption Facility (The Thistle).

The Scottish Government intends to include blue carbon in the next Climate Change Plan, based on the best available scientific evidence.

However, there are still evidence gaps relating to blue carbon habitats that impact on a) how blue carbon habitats can be monitored with regard to the potential contribution to climate change mitigation and b) the way in which they can be included in the next Climate Change Plan.

At present, no blue carbon habitats are included in the UK Greenhouse Gas Inventory. The Scottish Government supports inclusion of saltmarsh and seagrass in the inventory, as data collection methods are improved, and is working collaboratively with the UK Government and other Devolved Governments, through the UK Blue Carbon Evidence Partnership, towards their inclusion.

The Scottish Government is also supporting research to address evidence gaps across all blue carbon habitats, as set out in the Scottish Blue Carbon Action Plan (published 10 September). Addressing these evidence gaps will support progress towards inclusion of blue carbon habitats in the UK Greenhouse Gas Inventory and will inform our approach to monitoring contributions to the net zero targets.

The Scottish Government regularly meet with the Coalition of Care and Support Providers in Scotland (CCPS) and the Health and Social Care Alliance Scotland (The ALLIANCE) at both official and ministerial level. Both organisations are key stakeholders who have been heavily involved in the work on the National Care Service, social care workforce and our reform and renewal programme through their membership of the Key Stakeholder Steering Group (KSSG) as well as through other regular policy engagement.

The First Minister met with the CCPS and others at a round table event on 20 May 2025 and with the ALLIANCE, the CCPS and others at an event on 16 June 2025.

I meet regularly with the Scottish Police Federation (SPF), where we discuss a range of issues which affect their members. At our meeting on 19 December 2024, the SPF raised concerns about the condition of buildings in the Police Scotland estate, and we discussed the Police Scotland Estates Masterplan.

Management of the Police Scotland estate, including assessments of the condition of its buildings, is an operational matter for the Chief Constable under the oversight of the Scottish Police Authority. The Scottish Government supports the work undertaken by Police Scotland to address the issue of reinforced autoclaved aerated concrete (RAAC), which has been identified in four locations across the Police Scotland estate, and Police Scotland’s commitment to providing a safe environment for officers, staff and the public.

We are investing a record £1.64 billion in policing in 2025-26. This includes £70 million of capital funding for investment in police assets, including the police estate.

The spend achieved on the Sustainable and Active Travel budget for 2024-25 was £147,700,000. This equates to 85% of the value allocated for investment at the start of the 2024-25 financial year.

The Scottish Government is transparent on all investments that are made to delivery Partners. On an annual basis this information is publish via the Transport Scotland section 70 returns, these are available for all to view on the Transport Scotland Website. For the years mentioned in question S6W-36360 (2021-22, 2022-23, 2023-24), the funding distributed from the Sustainable and Active Travel budget to delivery partners has been placed with SPICE under bib number 66035.

The Scottish Government is aware of the UK Government’s consultation on Landfill Tax reforms, and of the potential relevance for Scotland.

Any assessment of the impact in Scotland would depend on the detail of decisions taken following the consultation. The Scottish Government would therefore welcome early certainty from the UK Government on its plans, particularly regarding the arrangements for the lower rate of Landfill Tax.

Decisions regarding Scottish Landfill Tax policy will be announced as usual as part of the Scottish Budget.

This is an operational matter for the Royal Botanic Garden Edinburgh and the information is not held centrally by the Scottish Government.

Every person, family and business impacted by the closing of the Grangemouth refinery matters and our focus, rightly, is on providing those who are losing their jobs with targeted skills support.

The £25m Grangemouth Just Transition Fund will be utilised to support new projects aligned to a Just Transition at Grangemouth. Scottish Enterprise are engaging with several emerging projects which have been identified via their triaging process and Ministers will provide further information in due course.

This additional £25m means that the Scottish Government – with a finite budget – has committed or already invested £87 million in Grangemouth.

The Scottish Government has been working closely with Promoting A More Inclusive Society (PAMIS) to develop the Changing Places Toilet Scotland Fund, which launched on 7 August 2025. PAMIS monitor the number and location of active Changing Places Toilets across Scotland, which are registered through PAMIS. Within the Highlands and Islands region specifically, there are currently 29 Changing Places Toilets. A breakdown by local authority has is provided in the following table.
