NHS 24 is working to ensure calls to its 111 service are answered quickly and safely. Some calls may go unanswered due to callers disengaging after automated messaging, being signposted to other services, or opting for a callback during peak times.

While data on abandoned calls is collected, the specific reasons for call termination are not identifiable.

The Scottish Government continues to support NHS 24 in reducing unanswered calls, including revising performance indicators to better reflect demand and improve service delivery.

Over the past two financial years, NHS 24 has received £28.3 million in additional funding, enabling the recruitment of 22 extra clinicians and achieving its highest-ever treatment capacity.

I most recently met with the Scottish Trades Union Congress, and relevant member trade union representatives, to discuss a range of matters relating to the Tertiary Education and Training (Funding and Governance) (Scotland) Bill and skills reform programme on 24 July 2025.

The Education, Children and Young People Committee took evidence from trade union representatives on the Bill on 21 May 2025. The Scottish Government will carefully consider the Stage 1 report from the Committee and points made in the Stage 1 debate, as well as the views of unions and other stakeholders, before considering what, if any, amendments to lodge for consideration by the Committee or the Parliament.

The Minister, alongside the public bodies impacted by the changes set out in the Bill, remain committed to continued and meaningful engagement with trade unions as the Bill progresses.

All wholetime fire stations have some form of segregated washing facilities for staff and the Scottish Fire and Rescue Service (SFRS) estates strategy ensures all premises are risk assessed and that suitable alternative washing facility arrangements and mitigations are implemented. SFRS recognises the need for investment in dignified facilities and for contaminant control measures and prioritises its budget accordingly, for example as part of ongoing work. SFRS has recently upgraded facilities at Galashiels, Newcraighall, McDonald Road, Edinburgh and Inverness.

The Scottish Fire and Rescue Service (SFRS) has 456 rescue pump appliances in operation. 211 of these are more than 15 years old, however all SFRS appliances are properly maintained to ensure they remain fully operational, and the oldest vehicles are placed in locations where they will be least used.

Significant Adverse Event Reviews are conducted at a local level within each NHS Health Board and the learning and improvement actions that are identified as part of that review process are considered within the Health Board to reduce the risk of the same event recuring in the future. When relevant this will include actions to ensure that findings inform related professional development or training plans and delivery. The Scottish Government is clear that this learning should be shared nationally to enable other Health Boards consider if their processes can be improved as a result.

The Scottish Government has funded the Joint Commission for Safety, Openness and Learning – delivered by NHS Education for Scotland (NES) – which has developed Compassionate Communication Skills training to support staff in having difficult conversations after adverse events, reinforcing a commitment to learning and patient-centred care. NES has developed professional development and training resources, such as Human Factors/Ergonomics (Safety Science for Patient Safety), which can be accessed by all NHS Scotland staff.

Work is underway to support health boards to share learning from SAERs locally and nationally, to make them more accessible to healthcare professionals. In February this year Healthcare Improvement Scotland (HIS) published an updated version of A national framework for reviewing and learning from adverse events in NHS Scotland: February 2025 – Healthcare Improvement Scotland. The revised framework includes an updated shareable learning template, which NHS Health Boards should complete following a Significant Adverse Event Review (SAER). These summaries, which will support local and national learning, will be published on an online community of practice for NHS staff which HIS will launch soon. It is the responsibility of health boards to share learning within their organisations and to ensure that relevant staff groups are aware of changes to policies and processes as a result of learning and improvement actions.

Significant Adverse Event Reviews (SAERs) are conducted at a local level within each NHS Health Board. NHS Boards are required to notify Healthcare Improvement Scotland on a monthly basis of the number of SAERs that have been commissioned, including the event type and specialty. HIS recently reviewed and published an updated version of A national framework for reviewing and learning from adverse events in NHS Scotland: February 2025 – Healthcare Improvement Scotland in February this year. This provides templates to support NHS Health Boards to consistently report and learn from SAERs. The Scottish Government does not monitor NHS Boards responses to SAERs.

As previously committed to, the Scottish Government’s consultation on the updating of the School Premises (General Requirements and Standards) (Scotland) Regulations 1967 will commence before the end of this year; the revised regulations will be introduced thereafter.

All cancers, including breast, remain a national priority, within the Scottish Government and across NHS Scotland. That is why we published our Cancer strategy 2023 to 2033 - gov.scot along with an initial three year Cancer action plan 2023 to 2026 - gov.scot on 15 June 2023.

The strategy and plan take a comprehensive approach to improving patient pathways from prevention and diagnosis through to treatment and post-treatment care.

We know that the earlier cancer is diagnosed the easier it is to treat and even cure which is why we continue to invest in our Detect Cancer Earlier (DCE) Programme, initially launched in 2012.

The Programme takes a whole-systems approach to early detection and encompasses primary care, diagnostics, public education, data, innovation and screening.

A Detect Cancer Earlier campaign – Be The Early Bird - launched on March 2023 aiming to reduce fear of cancer and empower those with possible symptoms to act early. This campaign ran for a second time in March 2025 and is due to run again in the coming months.

Scottish Government has also commissioned the Scottish Cancer Network to collaboratively develop national clinical management pathways. One of the first, addressing breast cancer, was published in 2023.

Clinical management pathways are developed through consensus and outline the patient journey from diagnosis through to follow-up or end of life care. The pathways describe the treatment options at the various points in each pathway to support shared decision making. The use of these pathways throughout NHS Scotland supports clinicians in their decision making enabling them to improve outcomes for patients with breast cancer.

Further to this, Scottish Government is continuing to take action to improve waiting times with £14.23 million of the £110 million in additional planned care funding for 2025-26 to Cancer Waiting Times, with a focus on colorectal, urological and breast as our most challenged pathways.

The Scottish Government has taken a stepwise approach to the expansion of the national thrombectomy service, investing over £51 million to date. The total costs of delivering a national 24/7 thrombectomy service are yet to be established, however Scottish Government officials and NHS planners have been asked to work at pace on developing a plan for the next steps for service expansion.
