The Scottish Government aim is that is that the public should be able to access COVID- 19 vaccinations they require, at the time and in the format that they need it in. We are actively investigating more interactive appointing systems, while recognising that this will not work for everyone and will be need to be accompanied by other ways of securing appointments.

As a Government we always looking to improve service delivery, and building on the success of the unpaid carers and 18 to 29 years old self-registration service, lessons learned from the implementation of the National Vaccination Scheduling Systems, is that there is an opportunity to move to a more person- centred appointments services with benefits for individuals and communities, alike.

Driver and vehicle licensing and testing is reserved to the UK government. Matters relating to the delivery mechanism and conduct of the driving theory test are the responsibility of the Driver and Vehicle Standards Agency (DVSA) although they are required to follow the regulations and guidance in force in Scotland to suppress transmission of Covid-19. The Scottish government is in regular dialogue with the DVSA to discuss its progress in reducing the backlog of theory and practical driving tests that have arisen following the introduction of Covid-19 restrictions but we are not aware of any plans to deliver the driving theory test on an online basis.

The Improvement Service published its latest Early Learning and Childcare Expansion Delivery Progress Report. The report is available on the Improvement Service website and linked on the Scottish Government ELC Joint Delivery Board web page.

This report provides an update on progress by local authorities towards the delivery of 1140 hours of funded ELC at the end of April 2021 as reported by local authorities, comparing this to their reported position throughout this academic year. As members of Parliament will be aware, the duty on local authorities to provide 1140 hours of funded early learning and childcare to all eligible children will come into effect in August 2021.

As the report sets out, local authorities continue to make good progress towards delivery, with an additional 10,510 children accessing 1140 hours since February 2021. The report also shows that the local authority ELC workforce in Scotland is reported to have increased by 7,178 FTE since academic year 2016/17, including an increase of 230 FTE since February 2021.

Following a revision to the Improvement Service data collection framework in light of the COVID-19 pandemic, data gathering is planned for the beginning of each academic term through to April 2022.

Transport Scotland continues to make good progress on the 2018 Smart Ticketing Delivery Strategy, having introduced smart interoperability, exceeded smart journey targets, established the Mobility as Service Investment Fund and continuing to support operators during the pandemic so that over 90% of bus services now accept contactless payment, reducing contagion points for passengers. Work on the Transport Act Smart Ticketing and Bus Open Data measures was paused during the pandemic, however is now reconvening, with consultation on the National Smart Ticketing Advisory Board expected this summer. Additional projects responding to the pandemic have also been delivered, including multi-operator ‘Bus capacity tracker’ service through Traveline Scotland - significantly improving people’s ability to plan their journey and travel safely - and a trial supporting the NHS track and trace on board rail and ferry services.

The Council of Economic Advisers has met virtually on a number of occasions since the start of the COVID-19 pandemic. Members calls with officials took place on 8 June 2020, 1 September 2020 and 11 December 2020. A full meeting was held on 29 October 2020 with the attendance of the Cabinet Secretary for Economy, Fair Work and Culture and the Cabinet Secretary for Finance. A further full meeting of the Council was held on 4 March 2021, with the attendance of the First Minister and the Cabinet Secretary for Economy, Fair Work and Culture. Minutes of these meetings will be published on the Scottish Government website.

Arrangements are being put in place to establish the new Council for Economic Transformation, which will shape and drive our 10 year National Strategy for Economic Transformation. We have already publicly committed to do this within the our first 100 days and we will update with regard to progress, including how it interacts with other advisory groups such as the Council for Economic Advisers, shortly.

It is too early to say where future vessels to replace the current CalMac fleet will be built. These replacement programmes will follow national procurement rules; ensuring quality, value for money and the timely delivery of vessels to serve our island communities.

On 8 June 2021 I announced that the process to build a new ferry for Islay was formally under way. The Scottish Government look forward to continuing to work with key stakeholders to develop programmes for major vessels and small vessels – investing at least £580m in our ferry networks over the next five years.

Collective bargaining agreements are a matter for the relevant employer and employees. The employer in each case would depend on the type of charter entered into. If a vessel is chartered on a ‘bare boat’ basis and crewed by CalMac staff then existing contract arrangement regarding collective bargaining arrangements would apply. If a time charter on a temporary basis is progressed, for example the MV Pentalina, then the employer of the crew would not be CalMac and different arrangements would apply.

Network Rails Contractor, SPL, is undertaking on-site activities between Muirhouse South Junction and Busby Junction as part of the East Kilbride / Barrhead Enhancements project. This includes piling and the construction of steelwork foundations to support future electrification.

This demonstrates that positive progress is being made with early construction activities whilst the necessary development work for the complete project is progressed.
