Amending Regulations were made to the Health Protection (Coronavirus) (Restrictions and Requirements) (Local Levels) (Scotland) Regulations 2020 today.

These Regulations amend the Health Protection (Coronavirus) (Restrictions and Requirements) (Local Levels) (Scotland) Regulations 2020 to remove the Republic of Ireland and the area of Bedford Borough Council from the list of areas to which the common travel area restrictions apply.

These regulations also add Manchester and Salford to the list of areas to which common travel area restrictions apply.

The NHS Research Scotland infrastructure funded by the Scottish Government Chief Scientist Office is supporting a number of studies on the longer term effects of COVID-19 infection. These include the UK-wide Post-hospitalisation COVID-19 study (PHOSP-COVID) led by the University of Leicester that is recruiting individuals who were discharged from hospital following COVID-19 to study the short (0-6 months), medium (6-12 months) and long-term (12 months +) effects of the disease PHOSP-COVID Home Page - PHOSP-COVID

On December 22 2020, the Chief Scientist Office announced the outcome of its funding call for Scottish-led research on the long-term effects of COVID-19 infection. Following a competitive independently peer reviewed process 9 Long-covid research projects were funded with a total funding commitment of around £2.5 million. Given the importance of sandeels to the wider ecosystem and the subsequent benefit in aiding long-term sustainability and resilience, it remains an overarching Scottish Government position, which is reflected in Scotland’s Fisheries Management Strategy, not to support fishing for sandeels in our waters. During the parliamentary session on the 09 June, I committed to looking at this issue as a matter of urgency and to consider what additional measures we can put in place to manage the North Sea sandeel fisheries in the most sustainable way possible.

There are also a number of measures already in place for the protection of sandeel stocks in the North Sea. The Northeast UK closed area means that that over half the grounds of sandeel area 4 are closed to fishing. In addition, the Scottish Government has made major steps in protecting areas of key importance to sandeel through the designation of a network of Marine Protected Areas focussed on areas important to sandeel populations.

The Scottish Government is committed to protecting and improving water quality across Scotland. We will continue to work with a range of stakeholders to ensure water quality at Ayr Beach achieves the best possible status. This includes Scottish Water, SEPA, Keep Scotland Beautiful, the agricultural sector, South Ayrshire Council and local communities.

We have invested over £45 million into electric vehicle infrastructure across Scotland. And through our funding programmes we have awarded £3.6 million to Edinburgh City Council to invest in EV infrastructure. The UK Government recently published data that demonstrates Scotland is well ahead of the rest of the UK with 43 chargers per 100,000 of population, compared to around 30 in England.

In addition, we have now made available additional funding to match the UK Government Office for Zero Emission Vehicles On-Street and Residential Charging Scheme, which has the potential to enhance the availability of charging for those without access to off-street parking. Once completed, EV infrastructure projects that are currently approved will see the number of chargers per 100,000 of population in Edinburgh City increase by over 50%.

We are also aware that vehicle registration data can be influenced by centralised registration of company car fleets and may not be a true reflection of where vehicles are ultimately located and used. In addition, fleet vehicles will be included in vehicle registration data but charger numbers relate only to publicly available charge points and do not reflect domestic or business charging units.

Whilst we work towards our net-zero transport targets, we will continue to align support with the vision and priorities set out in the National Transport Strategy 2 and Sustainable Transport Hierarchy. This represents a strong presumption towards enabling and promoting the use of active, sustainable and public transport modes over the use of private cars, regardless of their fuel type. Reflecting on the varied transport challenges and opportunities across Scotland’s urban and rural communities this means we would expect to see car use in our largest cities reduce.

Table 1 shows the Number of Items dispensed, Gross Ingredient Cost (GIC) of dispensed items, remuneration cost for provision of the service, and patient registration numbers for the Minor Ailment Service (MAS) in each of the last five financial years.

MAS data for April to June 2020, is due for publication by Public Health Scotland in the Dispenser Payments and Prescription Cost Analysis report, due for release on 21st September 2021. From 29 July 2020, MAS was replaced by NHS Pharmacy First Scotland.

The oil and gas sector continues to play an important role in Scotland's economy and energy mix, including in helping to ensure a secure energy supply. The Robert Gordon University Energy Transition Institute have estimated that while employment supporting oil and gas is expected to decrease as we transition to net zero, there will still be an estimated 70,000 UK offshore jobs supporting oil and gas in 2030. Importantly, 90 per cent of current oil and gas jobs have high or medium transferability to low-carbon offshore energy roles, which are expected to make up over 65 per cent of the 200,000 expected UK offshore workforce in 2030.

We are wholly committed to ending Scotland’s contribution to climate change and doing so in a way that is fair for all, ensuring a green recovery and a just transition that supports good green jobs, skills and expertise and leaves no-one behind. The new administration has committed to starting to refresh Scotland's energy strategy in 2021, reflecting our commitment to net zero and key decisions on the pathways to take us there.
