The Scottish Government maintains up to date COVID-19 safety guidance for Early Learning and Childcare settings. This guidance is developed in consultation with public health experts on both the Advisory Sub-Group on Education and Children’s Issues, and in Public Health Scotland.

The Advisory Sub-Group for Education and Children’s Issues has now provided further advice, specifically on whether groups of parents should be permitted to attend ELC settings for outdoor events such as nursery graduations. Their advice is that groups of parents and carers should not attend end-of-year events in Early Learning and Childcare settings in this academic year, whether indoors or outdoors.

The guidance seeks to minimise the number of contacts that children and staff have, to keep them safe and to reduce the risk that children and staff need to self-isolate in the event of someone in the setting testing positive.

Our guidance is also in place to keep children in learning, and essential childcare settings open to support families now and over the summer. This has been a difficult decision that carefully weighed up the risks against the benefits.

I am grateful to settings that have found safe ways to allow children to celebrate with their friends and key workers and found creative ways to share this with parents and carers. I encourage other settings to find ways to ensure that parents can share in their child’s experience with, for example, videos and photos.

The guidance is up to date which specifies the seating arrangements at weddings in levels 1 and 0.

Our Statement of Intent on Biodiversity was published in December 2020 and highlights the need to create new locally driven projects to improve ecological connectivity across Scotland. We have made an ambitious, voluntary commitment to protect 30% of Scotland’s land for nature by 2030, in advance of the new Global Biodiversity Framework. We are commissioning advice from NatureScot on how best to achieve this - and whether we can go even further, given that we have already achieved 37% protection of Scotland’s marine environment - including through identification of Other Effective area-based Conservation Measures. The 30x30 project will advance ecological restoration across the whole of Scotland, on a scale much greater than the existing National Park area in Scotland.

The Cairngorms National Park has a significant part of its area under ecological restoration (sometimes called rewilding). This includes the area of Cairngorms Connect, NTS Mar Lodge, and a number of other private estates. The area of the Cairngorms National Park which is currently under ecological restoration measures is approximately 20%, or around 100,000 hectares.

Within Loch Lomond and the Trossachs National Park, 8.6% of land is a designated Site of Specific Scientific Interest. This figure does not include Special Areas of Conservation (SACs) or Special Protected Areas (SPAs), which would bring the total area of land under ecological restoration, and covered by a statutory designation, to around 12%. Including National Nature Reserves (NNRs) would increase this figure to around 21%.

The current Cairngorms National Park Partnership Plan and Loch Lomond and the Trossachs National Park Partnership Plan sets out the policy frameworks within the National Parks, which support and underpin the ecological restoration being undertaken.

Early medical abortion at home, and the changes adopted in March 2020, has been an important measure to ensure abortion services have continued to be delivered throughout the pandemic, without delays. 

The Scottish Government launched a public consultation on the future arrangements for early medical abortion at home on 30 September 2020, which closed on 5 January 2021. An independent analysis of the consultation responses has been published today and can be found at https://www.gov.scot/isbn/9781800048560.

The report shows very differing views among respondents, particularly in relation to whether the current approach is sufficiently safe. In order to ensure robust evidence is available, the Scottish Government is taking steps to commission an independent evaluation to assess the effectiveness of the current approach, including in relation to safety. Scottish Ministers will consider future arrangements once this evaluation has been completed.

The current March 2020 approval will remain in place while this evaluation is undertaken. This will continue to allow patients to take both mifepristone and misoprostol at home (following a telephone or video consultation) while coronavirus continues to pose a serious and imminent threat to public health in Scotland and a doctor, or a nurse under the direction of a doctor, considers that it is not advisable or possible for the person to attend a clinic. In line with the Scottish Abortion Care Providers guidelines, both drugs should only be taken at home where it is considered clinically appropriate for the patient, and where the patient wishes to do so.

Keeping children safe online is a key priority of the Scottish Government.

Additional funding was made available to Police Scotland for enhanced enforcement activity in direct response to the increase in reporting of online child sexual abuse during the COVID-19 pandemic. The Scottish Government continues to support Police Scotland’s response, ensuring that hundreds of children have been safeguarded by police enforcement.

We continue our significant funding commitments to third sector partners such as the NSPCC, Barnardo’s Scotland and Stop It Now! Scotland.

We have strengthened legislation and increased funding to make it easier for victims and survivors to come forward and speak out against abusers. We are also collaborating with third sector and operational partners to engage the public and raise awareness about the dangers of online abuse, including running successful communications campaigns earlier this year which connected with hundreds of thousands of Scots.

The regulation of the internet and online service providers remain a reserved matter, but we continue to work closely with the UK Government and Ofcom in developing proposals to introduce better safety measures online to help protect children and young people – including close liaison with the UK Government on the forthcoming Online Safety Bill.

Vaccines Taskforce and BEIS provided the following commentary that the UK Government has secured early access to 100 million doses of Valneva’s COVID-19 vaccine across 2021 and 2022.

The Prime Minister announced at the G7 on 11 June that the UK will donate 100 million surplus COVID-19 vaccine doses within the next year. The UK will donate 5 million doses by the end of September, beginning in the coming weeks, primarily for use in the world’s poorest countries. The Prime Minister has also committed to donating a further 95 million doses within the next year, including 25 million more by the end of 2021. 80% of the 100m doses will go to COVAX and the remainder will be shared bilaterally with countries in need. The vaccines will be drawn from across the UK’s supply of Oxford/AstraZeneca, Pfizer/BioNTech, Janssen, Moderna and others. Decisions on which vaccines will be shared will be based on the continued reliability of supply chains, regulatory restrictions and advice from the JCVI.

The Public Interest Conditions for this specific project are a matter for the UK Government.

Vaccines Taskforce, BEIS have provided the following commentary that the UK Government’s investments to fund Valneva’s early clinical trials and upgrade and expand Valneva’s Livingston manufacturing facility were made in line with HM Treasury’s Green Book.

I am pleased to inform Parliament that Scotland’s Climate Assembly has today [23 June] laid its full report and recommendations in parliament.

I am grateful for the commitment shown by Assembly members, and to those that organised and contributed to this Assembly. It has been inspiring to see how the Assembly has come together during the pandemic and delivered its work entirely online.

In this year of COP26, Scotland’s Climate Assembly exemplifies how we are putting people at the heart of policy making, by consulting, engaging and involving citizens in decision-making. The Assembly’s ambitious recommendations provide support for the societal transformation we know will be needed for Scotland to become a net zero nation.

We welcome the recommendations made today by Scotland’s Climate Assembly. It is clear that Assembly members have taken great care to develop ambitious proposals, which are a credit to them and the dedication they have shown. We will take the necessary time to reflect on the recommendations and issue a comprehensive and cross-Government response in line with the requirements of the Climate Change (Scotland) Act.

Valneva is an important part of the life science eco-system and supports directly high value jobs directly.

Scottish Government can offer support to companies impacted by a change in projected work and if required, a package of mitigation measures can be delivered by Scottish Government and its agencies.

There is no indication Valneva is in this position, Valneva’s coronavirus vaccine candidate is just one range of speciality vaccines developed at the site to combat a number of infectious diseases.

UK Government Department of Business, Enterprise and Industrial Strategy (BEiS) commented that Valneva's manufacturing facility in Livingston is a unique facility that establishes permanent UK capability to manufacture inactivated viral vaccines – one of the most proven, widely used vaccine formats. It is one of few Biosafety Level 3 (BSL3) containment facilities in Europe and a key part of the UK’s long term pandemic preparedness as it will have the capability to grow rapidly new pandemic viruses which can be inactivated and combined with an adjuvant to create future vaccines. This capability could shorten the time dramatically to developing whole inactivated vaccines against future pandemic viruses.

The Scottish Government does not support the practice of conversion therapy in the UK. We are clear that this is an abhorrent practice with no place in modern society.

We strongly support the UK Government’s commitment to ban conversion therapy, and are awaiting precise details of the UK Government’s proposals, including in terms of whether they are likely to apply to Scotland.

If the proposed actions do not result in the banning of this discriminatory and harmful practice in Scotland, we will consider our next steps in banning conversion therapy, in so far as is possible within the powers of the Scottish Parliament.
