To ask the Scottish Government, further to the answer to question S6W-00072 by Shona Robison on 27 May 2021, whether it will provide an update on how many tenants have received loans from the Tenant Hardship Loan Fund, broken down by the (a) private and (b) social sectors, including registered social landlords and local authority landlords.
Answer
As at 21 June 182 tenants have received, or are in the process of receiving, a loan from the Tenant Hardship Loan Fund, with a combined funding value of £503,148.96. There are a further 7 loan offers in process, with a combined value of £17,470.08
Within the loans paid / in the process of being paid there are 138 private rented sector tenants and 44 social rented sector tenants.

To ask the Scottish Government whether the NHS Recovery Plan will incorporate the role of the third sector in supporting people’s health and alleviating pressure on the NHS.
Answer
As the NHS Recovery Plan develops, we will engage with key stakeholders to ensure all aspects of NHS Recovery are explored and incorporated.
We have recently established the Centre for Sustainable Delivery, hosted by the Golden Jubilee National Hospital, to support NHS Boards to deliver several complex national programmes, such as the Modernising Patient Pathways Programme.
Several Third Sector organisations and societies are involved in the delivery of programme workstreams, as well as co-production of patient pathways and self-guidance materials to support patient wellbeing. These include:

To ask the Scottish Government how many pharmacists were supporting the vaccination programme before the issuing of new guidance to NHS boards, and how this compares with the number currently supporting the programme.
Answer
It is important to be clear that there has been no change in the Scottish Government’s policy on the remuneration arrangements for independent contractors or those working within a primary care settings participation in the COVID Vaccination programme.
The Scottish Government wrote to Health Boards on 5 March 2021 to ensure that the original policy was being properly implemented. Following this, a number of Boards adapted their approach.

To ask the Scottish Government, in light of the letter of 24 June 2021 from Ferguson Marine to the Convener of the Net Zero, Energy and Transport Committee, when it became aware of the further delay to Hulls 801 and 802.
Answer
The Scottish Government are in contact with Ferguson Marine on a regular basis. The Ferguson Marine Board of Directors visited the yard on 3 June to discuss the Turnaround Directors update to the Scottish Parliament. The Board subsequently signed off the revised schedule in early June and this information was then shared with the Scottish Government.

To ask the Scottish Government what factors will affect the final launch date of (a) MV Glen Sannox and (b) Hull 802, following completion of the project.
Answer
MV Glen Sannox was launched in November 2017. For Hull 802, much of the outfitting will be carried out before launch, making the work more efficient. As a result 802 will weigh over 1,000 tonnes more than Glen Sannox, meaning the tide conditions will be critical. Detailed engineering analysis is required to balance the tide, launch arrangement and weight to find the most effective combination.

To ask the Scottish Government how it is developing the skills base required for further ferry replacement projects at the shipbuilding yards on the Lower Clyde.
Answer
Ferguson Marine have strong links with the local college and have a thriving apprentice community. The yard currently have five apprentices who will complete their training this summer, and a further twenty four who will shortly be moving up into their second year.
The 2021 apprentice recruitment process is also underway, aimed at recruiting fifteen new apprentices for September 2021. The yard are also considering a Foundation Apprentice programme, and potentially taking apprentices into non-technical disciplines such as Finance and Human Resources.

To ask the Scottish Government what its response is to the actions (a) noted and (b) recommended in The Promise, Scotland’s first change programme, which supports the delivery of the Promise Plan 2021-2024.
Answer
We welcome the publication of The Change Programme, which sets out what needs to happen over the next year to ensure Scotland keeps its Promise to improve the lives of children and young people in or on the edges of care.
I wrote an open letter to Fiona Duncan, Chair of The Promise Scotland, setting out the Scottish Government’s response to the publication of The Change Programme. A copy of the letter can be found here .
We recognise that there is still a lot of work to be done to ensure full implementation of The Promise by 2030 and we will continue to work with The Promise Scotland, Local Authorities, partners, families, children and young people to deliver the ambition of making Scotland the best place to grow up where every child feels loved, safe, respected and able to reach their full potential.
