The Scottish Government does not hold information on the number of empty commercial properties. Data is collected on properties eligible for and claiming non-domestic rates reliefs, including reliefs or exemptions for unoccupied properties, on specific snapshot dates.

The following table shows the number of properties receiving a non-domestic rates relief or exemption from rates for unoccupied properties since 2011. Data for years before 2011, as well as for 2014 and 2017, is not available. The figures are as at the snapshot date and may therefore underestimate final numbers of recipients in a given year, and include entire local authority areas as data by parliamentary region is not held.

Data for 2022 is expected to become available in late 2022.

A number of Working Groups have been set up to support and inform the Lady Dorrian Review Governance Group on specific areas or aspects of the recommendations, share accountability and ownership of action, and encourage stakeholders and organisations to work together.

In the context of broader terms of reference to support the Governance Group, the Single Judge Trial Pilot Working Group has been set up specifically to:

• Identify the key areas for development in order to make recommendations to the Governance Group on how to progress the consideration of a pilot. This may include aspects of feasibility and potential challenges (legal and other) of a pilot;
• Identify what other information, research, evidence may be needed to assist the consideration of the issues arising from the recommendation and any pilot;
• Consider how the progress, consideration and evaluation planned in relation to recommendation 5 and ‘steps to enhancing the quality of jury involvement’ might impact on the scope of any planned pilot.
• Identify policy and operational development required to further the consideration of a pilot and key opportunities/challenges to building consensus given the division of the Review Group;
• Consider what might be included within a public consultation document to gather views on the recommendation;
• Look at any other issues relevant to its considerations;
• Consider the implications of progressing of this recommendation in light of the work on the other recommendations within the Report, bearing in mind the independence of certain recommendations identified in the Report.

The Working Group is expected to report its findings to the Lady Dorrian Review Governance Group in Autumn 2022.

Asylum is a matter reserved to the UK Parliament. The Scottish Government has raised a variety of issues impacting people seeking asylum with the UK Government, including on asylum accommodation and the use of hotels to accommodate people seeking asylum.

Scottish Ministers have repeatedly requested detail of any investigation undertaken by the Home Office following deaths in asylum accommodation in Glasgow during the Covid-19 pandemic. We have also requested an update on the status of recommendations in an internal Home Office report on asylum accommodation during the pandemic, which appeared in the media in April but has not yet been made public.

Asylum is a matter reserved to the UK Parliament. The Scottish Government does not hold data on deaths of people seeking asylum in any type of accommodation.

This question relates to operational matters that are the responsibility of the Scottish Court and Tribunals Service (SCTS) corporate body. The question has been passed to the Chief Executive of the SCTS who will reply in writing within 20 days .

The Scottish Government continues to provide financial support to protect the bus network and passengers. On 22 June I announced that an additional £25.7 million will be provided to extend the Network Support Grant Plus until October of this year. In return, operators are subjected to controls on the level of fare increases, controls on profits, Fair Work requirements and an expectation as to service levels run. I will be convening a group of Scotland’s bus operators to discuss how we can support network recovery, and place the sector on a sustainable financial footing for the long term. I would encourage operators and local authorities to work together to ensure that connectivity is protected as passenger demand adjusts from the effects of the pandemic.

The generation, transportation and supply of electricity is reserved to the UK Government with regulatory functions carried out by the independent energy regulator for GB, Ofgem.

My officials are engaging closely with network companies and Ofgem to gather further information on the detail of the determinations which are draft at this stage.

We are dedicated to ensuring value for money for consumers which is a key objective. Our consultation response will consider the risks and impact the Draft Determinations have on achieving net-zero targets.

The Draft Determinations are subject to an eight-week consultation with networks and wider stakeholders and will close on the 25 th of August, after which Ofgem will consider all provided evidence. Ofgem’s Final Determinations are expected to be finalised in December 2022.

The Scottish Government publish official statistics on the prison population on an annual basis. The most recent annual statistics were published on the 23 June 2022 covering the financial year 2020-21 [1]. The official statistics provide information on the average daily remand population, and the number of individuals held on remand over the course of the financial year. A summary of time held by legal status (untried, convicted awaiting sentence, and sentenced) is also provided.

The annual statistics are a compilation of data collected over the full financial year from the Scottish Prison Service prisoner records system. To produce the statistics, the data needs to be processed into a longitudinal analytical dataset. This process has not yet commenced for 2021-22, so the Scottish Government does not currently hold the data requested.

As of close of business on 27 June 2022 a total of 426,397 cards had been issued under the Young Persons Scheme (YPS). This includes the number of cards that have collected a travel product from the Transport Scot Pass Collect mobile application held by Transport Scotland and data supplied by the National Entitlement Card Programme Office (NECPO). NECPO support the 32 local authorities by assisting with the integration of various national and local public services on the National Entitlement Card (NEC) and are the joint controller with local authorities of this data.

One of the objectives of the YPS is to reduce household outgoings to aid children, particularly those living in poverty. Transport Scotland is undertaking an evaluation of the Scheme to assess its success. As a first step, a baseline study was undertaken prior to the scheme going live and a Baseline Data Report was published on 24 June 2022.

The report stated that as incomes decreased bus use increased for most journey purposes, with those on the lowest incomes most likely to use the bus. In addition, as income reduced the proportions of income spent on a child’s travel tended to increase.

The cost of travel and transport was noted as being a key reason why some children and young people were missing out on opportunities, including social and leisure activities as well as educational, work opportunities and support/respite services. Between 51% (for health care) and 80% (for daytime social activities) of respondents felt that the YPS would allow them to travel more often to their current destinations, and/or to access new destinations.

The evaluation is ongoing and will compare conditions at intervals up to five years after project implementation to assess the outcomes and impact of the scheme on children, young people and their families.

As of March 2022, there were 916 LEZ compliant taxis in Edinburgh and 465 in Glasgow. For non-compliant taxis, there were 359 in Edinburgh and 954 in Glasgow.
