It was good to see the UK Government finally recognising the importance of investing in childcare in their recent Budget. However, overall this was another missed opportunity to take meaningful action to lift families out of poverty, invest in our public services and help businesses so that our economy can grow.

Scotland already has the most generous childcare offer anywhere in the UK. We offer 1140 hours of high quality funded Early Learning and Childcare (ELC) to all 3 and 4-year-olds and eligible two-year-olds, regardless of the working status their parents.

New Leadership: A Fresh Start ( Supporting documents - Equality, opportunity, community: New leadership - A fresh start - gov.scot (www.gov.scot) ) sets out our ambition to go further by building a system of school age childcare and developing a funded early learning and childcare offer for 1 and 2 year olds, focusing on those who need it most.

Ministers are considering carefully the financial implications of the UK Budget for Scotland but we need to be clear that the total additional funding made available falls far short of the costs of delivering a significant expansion to our funded childcare offers.

Colleges operate independently of government, it is for them to decide on the shape of their curriculum, taking into account the needs of the region and communities they serve.

In terms of the delivery of national courses (such as national 5s, Highers and Advanced Highers), schools select topics from the relevant SQA units. Within the context of a history course framework, schools may opt to include topics that examine Scotland's role in the British Empire or the Atlantic Slave Trade.

The Scottish Government’s position on the Supreme Court judgment was set out to the Scottish Parliament on 23 November 2022. That position has not changed.

The Scottish Government is committed to building the case for a socially just, independent Scotland within the European Union, and giving the people of Scotland the information they need to make an informed choice about whether Scotland should become an independent country. This is in line with the mandate given by the people of Scotland at the 2021 election and the clear majority in the Scottish Parliament in favour of independence and an independence referendum. My appointment as the Minister for Independence reflects that priority.

We remain committed to commencing the Domestic Abuse (Protection) (Scotland) Act 2021 which will provide additional protection for people who are at risk of domestic abuse.

Part 1 of the 2021 Act will provide Police Scotland and the Scottish Courts and Tribunal Service with new powers that will enable a person suspected of causing harm to be removed from the home they share some or all of the time with the person at risk of harm, through a scheme of domestic abuse protection notices and orders. This is with the intention of providing breathing space for up to three months so a person at risk can consider their longer term options.

Work to commence Part 1 of the 2021 Act continues to progress with the Act Implementation Board. The Board includes representatives from Police Scotland, the Scottish Courts and Tribunals Service, Crown Office and Procurator Fiscal Service, Scottish Legal Aid Board and Scottish Women's Aid. An Operational Working Group has also been established which includes operational justice partners directly impacted by the legislation. Together the detail is being worked through to consider how a number of aspects of the legislation can best be implemented including how the views of children can be captured in a way that does not cause additional harm or trauma.

Part 2 of the 2021 Act will allow social housing landlords to apply to the court to end a sole tenancy of a perpetrator of domestic abuse or end a perpetrators interest in a joint tenancy, enabling the victim to remain in the family home. The provisions aim to help improve the immediate and longer term housing outcomes of domestic abuse victims living in social housing who wish to continue living in the family home. They also help address the very real concern as to why victims and their families, rather than the perpetrator, should have to leave their homes, belongings and community to seek safety, with the perpetrator remaining undisturbed in the family home.

Work on the wide range of tasks necessary to commence Part 2 of the 2021 Act is progressing as a priority. This includes secondary legislation, changes to court rules and forms, model tenancy agreements and the development of statutory guidance in consultation with stakeholders. The aim is to bring Part 2 of the 2021 Act into force by early 2024, subject to the necessary rules and forms of court also being in place.

The 16 August 2023 launch date of Scotland’s Deposit Return Scheme launch date was informed by a five month assessment process. This accounted for the findings of the Gateway Review conducted in June 2021 independent advice, review of Circularity Scotland’s implementation plans, and feedback from a wide range of stakeholders. This launch date was announced in Parliament on 14 December 2021.

The following table shows the meetings that the Scottish Government has had with retailers to discuss the Deposit Return Scheme.

The Scottish Government wants to see empty homes officers working across all local authorities. I can confirm that the following local authorities do not have an empty homes officer post:

• Clackmannanshire
• East Dunbartonshire
• East Lothian
• East Renfrewshire
• Midlothian
• Shetland
• West Lothian

We do not routinely collect information about empty homes officer vacancies.

The Scottish Government is committed to delivering a Net Zero, Wellbeing economy and a highly skilled workforce is critical to this ambition. Our National Strategy for Economic Transformation is clear that we must adapt our education and skills system to become more responsive and agile so that it can deliver on our key priorities.

Published in 2020, the Climate Emergency Skills Action Plan (CESAP) provides a framework for green skills planning and investment across priority sectors directly affected in the transition to net zero: Energy, Construction, Transport, Manufacturing and Agriculture and land-use.

The plan is overseen by an Implementation Steering Group, comprised of senior representatives from a variety of sectors including local government, public agencies, skills providers, and industry.

In 2021 the Ministerial Population Taskforce published Scotland's first Population Strategy, a key building block of which is to create conditions for Scotland’s population profile to be spatially distributed in as balanced a way as possible. Delivering on commitments within both the Population Strategy and the National Islands Plan, we are currently developing an Addressing Depopulation Action Plan aimed at providing the policy framework and actions we and partners will look to take, to enable population retention and repopulation across rural and island communities.

Workforce numbers and locations are regularly reviewed to ensure that the organisation is delivering for the people of Scotland as efficiently and effectively as possible. We undertake workforce planning in line with Scottish Government (SG) priorities.

In addition to considering the location of roles, SG is committed to flexible hybrid working for our workforce, enabling staff to work from a range of locations, both within government offices and working from home. Some of these locations are situated within the Highlands and Islands. Managers are asked to establish a flexible hybrid model with their teams that ensure business needs are met, which will vary depending on the nature of the roles and requirements.

A core SG Estate Strategy is under development and the themes informing the key principles will reflect the Depopulation Action Plan and the SG People Strategy including its Hybrid Policy. These policies alongside the expectation to increase sharing opportunities with Public Sector bodies, particularly in regional and rural locations, will help inform our Asset Planning.

SG undertook a trial in three Local Hub locations between 2021 to early 2023 in light of a commitment to provide SG colleagues with the option to use buildings closer to home. Feedback has been utilised to inform planning across the national estate and requests for utilising core estate buildings for SG staff. Enhancing access control, space booking tools and agile working facilities are being planned and implemented across our estate to enhance ease of use and support ability to work in different locations.

Teachers can access support and expertise to understand and meet the needs of all learners from colleagues nationally, regionally and locally. This may include Education Scotland staff, third sector organisations, Regional Improvement Collaborative teams and colleagues from their own local authorities. Within their local authority this may include; Pupil Support Staff, early learning colleagues, specialist teachers, hearing and sight impaired teachers, other class teachers, senior leadership teams, Community Learning and Development colleagues, inclusion officers and educational psychologists. When a child or young person is supported by partners out with education services, for example, social care, health or the third sector, their teachers can also liaise with these colleagues using the team around the child approach.

Re-occurring requests from teachers have been received. These are requests to further support their knowledge, understanding and practice on specific concerns relating to inclusion, additional support needs including areas on rights and equalities, relationships, wellbeing and care, inclusion, the additional support for learning process and specific areas of need for example autism, dyscalculia, dyslexia, trauma informed approaches. These requests are received in a range of ways for example:

• National networks and working groups led and facilitated by Education Scotland or the Scottish Government.
• National practitioner networks facilitated by Education Scotland.
• Teachers engaging with national professional learning programmes.
• Feedback from Regional Improvement Collaboratives and individual local authorities.

To ensure all educators can access free high-quality support Education Scotland is leading on the collaborative development of a new national Inclusion Wellbeing and Equality (IWE) professional learning framework. This framework uses four interconnecting themes and aims to provide a range of information, guidance, resources and professional learning and engagement opportunities to support the needs of educators and their learners. The four interconnecting themes are:

1. Rights and Equalities.

2. Relationships.

3. Wellbeing and Care.

4. Inclusion.
