NHS Grampian and Highland have put in place local governance and programme management arrangements and it is important to allow the Boards time to progress through these structures. They will provide me with an update on progress with implementation of the Joint Plan for an Integrated Maternity Model in the North of Scotland for the period March – June 2023 by the end of June. I gave a commitment to keeping Parliament updated on progress when I was asked this question in the Chamber on the 31 May and I reinforce that commitment.

Our sympathies are with the victims of historical abuse.

The independent Review of Sexual Abuse in Scottish Football, commissioned by the Scottish FA Board to examine what was known about abuse in Scottish Football in the past and what actions were taken as a result, acknowledged the significant physical and mental harm caused to individuals. The review delivered 97 recommendations, all of which were accepted, and which the Scottish FA is continuing to implement and report on annually. Over 80% of the review recommendations have either been implemented or are on track to be completed in the next 12 months. We believe a continued focus on the implementation of these recommendations is critical to help us ensure the safety, rights and wellbeing of children involved in football today.

In terms of justice for the survivors of historic abuse, investigation and prosecution of those guilty of abuse remains a matter for Police Scotland and the courts. In the civil justice system, the Scottish Government has removed a longstanding legal hurdle for adult victims of child abuse seeking damages claims by legislating to scrap the three-year ‘time-bar’ for all cases involving child abuse. We support the ongoing work of Scotland’s police and prosecutors to bring perpetrators to justice.

The Scottish Government is aware of the shortage of drivers for buses, which is exacerbated by BREXIT preventing people from the EU coming here to work freely. We are working with bus operators and key industry stakeholders through the Bus Taskforce – while recognising that many of the levers are reserved to the UK Government.

As environmental regulator, it is a matter for the Scottish Environment Protection Agency (SEPA) to monitor, classify, protect and improve water quality at designated bathing waters. SEPA assesses the water quality of Peterhead (Lido) as “excellent” and further information is available on its website at https://www.sepa.org.uk/media/39944/peterhead-lido-bathing-water-profile.pdf .

The Islands Connectivity Plan (ICP) will replace the Ferries Plan but be broader in scope, taking account of aviation, ferries and fixed links, as well as onward and connecting travel issues. The ICP will consist of several delivery plans with a short strategic document setting out the Government’s strategic objectives and policies for island connectivity, based on supporting delivery of the National Transport Strategy (NTS2) and the National Islands Plan, and be informed by the outcomes of the Strategic Transport Projects Review 2.

It is envisaged that the strategic ICP document will set a vision and outline good practice for delivery of ferry services in Scotland which will support local authorities in the preparation of any delivery plans they require for their areas of responsibility.

The responsibility for the ferry and terminal replacement programme for inter-island ferries, is wholly a matter for the local authority that run those services. The Scottish Government continues to engage regarding these matters, including through the Orkney and Shetland Islands Councils' Ferry Replacement Task Forces.

As part of the Scottish Government’s Infrastructure Investment Plan set out in February 2021, £580 million was secured to fund a series of vessel and port projects from April 2021 to March 2026. Beyond this, and as part of the Islands Connectivity Plan, the Long-Term Plan for Vessels and Ports is focusing on the key current challenges of replacing or renewing vessel and port assets and increasing the resilience of ferry services and ferry fleets across both the Clyde and Hebrides and Northern Isles networks.

The National Statistics publication Provisional Scottish Sea Fisheries Statistics: 2022 - gov.scot (www.gov.scot) provides information on the number of fishers on Scottish registered vessels. On 31 December 2022, there were 4,117 fishers employed on Scottish registered fishing vessels.

We do not routinely collect information on the nationality or migrant status of fishers. We last collected information on the nationality of fishers in 2015 from around 15% of the Scottish fishing fleet. This is published in Scottish Sea Fisheries Employment 2015 - gov.scot (www.gov.scot) and showed that 28% of the crew surveyed were from outside the UK.

Some more recent information on the nationality of fishers was collected from a sample of vessels by Seafish in 2021. This is published in 2021 Employment in the UK Fishing Fleet — Seafish. This publication shows that, based on the sample of Scottish vessels surveyed, 31% of the workers were from outside the UK. If a similar proportion of non-UK workers were employed on Scottish fishing vessels in 2022, then approximately 1,300 fishers were from outside the UK.

The draft Long-term Plan for Vessels and Ports was developed in consultation with various stakeholders including local authorities and is a delivery plan for the Clyde and Hebrides and Northern Isles Ferry Services networks. The draft Plan was shared with key stakeholders on 30 December 2022 and made available at Draft for consultation - Long-Term plan for vessels and ports on the Clyde & Hebrides and Northern Isles networks (2023 – 2045) - Islands Connectivity Plan | Transport Scotland . We expect to launch a formal consultation on the plan over the summer period and we will welcome further comments from stakeholders during this time.

However, the draft Long-Term Plan recognises that local authority ferry fleets face similar challenges to those facing the Clyde and Hebrides and Northern Isles Ferry Services networks.

Ferry services provided by Orkney Islands Council, including developing equivalent investment plans and spending on vessels and ports, are wholly a matter for Orkney Islands Council. The Scottish Government continues to engage regarding these matters, including through the Orkney Islands Councils' Ferry Replacement Task Forces.

Alongside our aim to accelerate the development of industrial scale renewable hydrogen projects, the Scottish Government continues to foster demonstration, innovation and manufacturing and workforce skills development in the hydrogen sector.

To support research and innovation in hydrogen production, storage, and distribution, we launched the Hydrogen Innovation Scheme in 2022 and offered over £7m in grants to 32 projects last May.

Additionally, our £26 million Low Carbon Manufacturing Challenge Fund provides support to Scottish manufacturing businesses looking to grow through the development of low carbon products.

Many of the levers required to support the emergence of a flourishing hydrogen economy in the devolved nations are reserved to the UK Government, and so we will continue to work closely with the UKG to ensure that our collective vision for the development of the hydrogen economy is aligned and the benefits are realised across all nations of the UK.

Our Agencies, on behalf of Scottish Government, commissioned a series of reports into the economic opportunities around battery use and the circular economy, including Scotland as a potential location for future gigafactory opportunities. Our Enterprise Agencies in partnership with Department of Business and Trade and others will continue to respond positively to any business considering gigafactory scale manufacturing in Scotland.
