Tackling poverty and protecting people from harm is one of three critical and interdependent missions for the government – alongside our focus on the economy and strengthening public services.

As set out within ‘ Best Start, Bright Futures’ , the Tackling Child Poverty Delivery Plan: 2022-26, the Scottish Government is taking a wide range of action across the three drivers of poverty reduction – income from work and earnings, costs of living and income from social security and benefits in kind – as well as taking action to improve the wellbeing and outcomes of people across Scotland.

In delivering action, we are focused on ensuring that interventions deliver for those at greatest risk of poverty, including people from a minority ethnic background. In doing so we will help to reduce poverty for these groups whilst delivering significant progress on our wider equality and human rights ambitions – particularly in relation to advancing equality and human rights for women, disabled people and minority ethnic people.

The Scottish Government meet regularly with representatives of local government in order to progress shared priorities which tackle poverty. This includes in relation to delivery of employment support through our No One Left Behind approach, which is tailored to the needs of people from a minority ethnic background, delivery of more affordable homes, tackling child poverty and delivery of the wide ranging action set out in our refreshed Fair Work Action Plan.

The Scottish Government also meet regularly with the UK Government on areas of shared interest, which are key to tackling poverty, including in relation to social security and employment.

Engagement between the Scottish Government and Department for Work and Pensions (DWP) in relation to the timing of Winter Heating Payment next winter is already underway. That includes discussion on the transfer of client data to Social Security Scotland.

As set out in S6W-15012 on 6 March 2023, DWP were unable to provide the data prior to 31 January 2023 that would have allowed earlier payments in the first year of delivery.

The First Report of the independent review of incineration was delivered in April 2022. Having accepted all of its recommendations, we have already taken actions to deliver the commitments we set out in our response. This includes introducing new restrictions on the development of energy from waste proposals in National Planning Framework 4, and working with UK Government to develop a methodology to report emissions from energy from waste separately.

Following careful consideration of the key findings and recommendations of Dr Church’s Second Report, we have published our response to the Report today. The Scottish Government’s response is available at: Scottish Government Response to: Stop, Sort, Burn, Bury? The Independent Review of the Role of Incineration in the Waste Hierarchy in Scotland. Second Report: Decarbonisation of Residual Waste Infrastructure in Scotland. Our response accepts, in full or in principle, all of the report’s recommendations and sets out the actions we are taking to decarbonise the waste sector, in particular by ending the unnecessary incineration of plastics.

Our 2022 Waste & Circular Economy Route Map consultation set out a range of proposed measures that will support the ambition to end the unnecessary incineration of plastics. These include continuing to deliver the £70 million Recycling Improvement Fund, implementation of extended producer responsibility (EPR) schemes, and greater transparency in the end destination of recycling collected. In addition, we will continue to work with other governments of the UK to consider the expansion of the UK Emissions Trading Scheme, which the Report notes could be an important decarbonisation tool.

We are also continuing to incentivise and support the deployment of combined heat and power, including for incineration facilities through our £300 million Heat Networks Fund. This is available across this Parliamentary session to support the rollout of new zero emission heat networks and communal heating systems, as well as the expansion and decarbonisation of existing heat networks across Scotland. Further details on implementing these recommendations will be incorporated into the final waste Route Map.

The Scottish Government is committed to the sustainable management of fish stocks in our waters. The majority of commercial stocks are managed by the use of Total Allowable Catch (TAC) limits which are agreed with other Coastal States in a variety of negotiations forums. TAC levels are informed by the best available independent scientific advice, and are used with an aim to ensure sustainable fishing levels in the long term. This is a long standing commitment of the Scottish Government and the Fisheries Management Strategy sets out our ambition to fish within limits based on the best available scientific advice, using the precautionary principle, and aligned with the delivery of fishing at Maximum Sustainable Yield (MSY).

This aligns with our commitments from the Fisheries Act 2020 and Joint Fisheries Statement which outline that sustainable fishing means environmental, economic, and social considerations are appropriately balanced when managing our fisheries to benefit present and future generations.

There are a range of domestic fisheries management measures including technical measures which have now been retained into UK law through the Fisheries Act 2020. These technical measures range from basic Minimum Conservation References Sizes (MCRS) of specific species of fish, to mesh sizes and structure of fishing nets. It is worth noting that while the majority of commercial stocks have TACs set, scallop, crab and lobster are Non-Quota Stocks without a TAC and are managed by domestic management through a range of input controls and technical measures, such as through a national licence, days at sea limits, minimum and maximum landing sizes, and gear restrictions.

The Scottish Government are fully committed to transparency and probity in the management of, and accountability for, the public finances.

For central government and non-departmental bodies, our capital borrowing powers are restricted and the UK capital grant allocation is limited, so where it is deemed value for money, private finance is considered alongside a range of financing approaches including capital grant, capital borrowing, financial transactions and other forms of finance. Should additional capital borrowing powers become available, we will examine all options to ensure the lowest cost financing route is utilised.

Local authorities determine their own programmes for capital investment and make their own decisions as to the financing of capital investment programmes. In determining their capital investment programme, local authorities are required by legislation to comply with The Prudential Code for Capital Finance in Local Authorities, to ensure that all capital investment decisions are prudent, affordable, and sustainable.

The use of private finance to fund capital expenditure, as with all financing arrangements, should be transparently reported in accordance with the Scottish Public Finance Manual. The Scottish Public Finance Manual is issued by the Scottish Ministers to provide guidance on the proper handling and reporting of private and public-private finance.

The Scottish Government are committed to working with COSLA, ADES and our partners on the Additional Support for Learning Project Board to deliver improvements in additional support for learning implementation and to ensure meaningful change for children and young people through our Additional Support for Learning Action Plan.

The Project Board considered progress on the National Measurement Framework at its meeting on 30 th January 2023. The Project Board agreed that further work was needed to ensure that the correct outcome measures are gathered and measured so that the Framework can be properly utilised and deliver clear evidence of change or improvement in the implementation of additional support for learning. Once this work has been completed it will be further tested with stakeholders prior to being adopted into practice. It is anticipated that this work will be completed during the course of the coming year.

The Scottish Government will continue to report on the progress of implementation of the ASL Action Plan, including development of the National Measurement Framework, through formal progress reports. The next progress report is due to be published in May 2024.

As part of the Green Freeports bidding process, bidders were required to outline how their choice of tax site locations would minimise displacement of economic activity from wider areas, especially other economically disadvantaged areas. This was given close consideration within the assessment process. The successful bidders – Firth of Forth, and Inverness and Cromarty Firth – will now develop their initial proposals into detailed outline and full business cases.

Scottish Government officials provided feedback to the unsuccessful bidders and confirmed that the Scottish Government stood ready to work with the bidding coalitions to consider whether and how it might be possible to build on aspects of their plans, outside the Green Freeports programme, to deliver jobs and growth in their respective regions.

The two selected Green Freeports will build on specific areas of strength and opportunities in their particular locations, so we are optimistic that the immediate risk of displacement will in practice be limited. They will be required to monitor, mitigate and report on any potential displacement as they move forward to delivery.

The Scottish Government budget for 2023-24 is £189.2 million as we progress towards our commitment to invest at least £320 million or 10% of the transport budget by 2024-25. This year’s budget includes the Cycling Walking Safer Routes (CWSR) grant of £35 million that goes directly to local authorities on a pro rata basis for the delivery of active travel projects.

There are a number of local authorities which have significant rural or island communities. In 2023-24, CWSR funding allocations to more rural and island areas include: £147,000 to Shetland Islands Council, £144,000 to Orkney Islands Council; £1.52 million to the Highland Council; £551,000 to Argyll and Bute Council; £950,000 to Dumfries and Galloway Council, and £741,000 to Scottish Borders Council.

HITRANS, the Regional Transport Partnership which covers the Highland, Orkney, Moray and Western Isles local authority areas, and much of Argyll and Bute, was awarded £1,111,500 to deliver active travel measures in 2022-23. HITRANS have been awarded £955,000 for 2023-24.

Sustrans Scotland received over £52 million of funding in 2022-23 for the Places for Everyone active travel infrastructure programme, where several projects are being delivered in the islands ranging from the £21 million Skye network, to smaller schemes across the Western Isles, Orkney, Jura and Islay.

The Scottish Government has also grant funded Cycling UK to run the Rural Connections programme which supports people in Shetland, Orkney, and other island communities to cycle, walk and wheel for everyday journeys, leisure and adventure. The programme offers a wide range of cycling and walking activities for all abilities, and is being funded as part of our UCI Cycling World Championships response.

Circularity Scotland is developing and constructing the logistical network that will support the effective operation of the scheme when it launches on 1 March 2024, and it has signed contracts with Biffa for operations, logistics, and plastics reprocessing. It has secured a number of sites across Scotland to deliver the scheme, including sites in Aberdeen and Motherwell, creating up to 200 jobs.

The Scottish Government is clear that deposit return schemes (DRS) are a form of extended producer responsibility (EPR). Therefore, producers will not have to purchase Packaging Waste Recycling Notes (PRNs) or Packaging Waste Export Recycling Notes (PERNs), or pay producer fees under packaging EPR once that is operational, for containers collected through our DRS. We are working with the other UK administrations to legislate to give effect to this position.
