Investigation work has been undertaken on the upgrade of 4 laybys on the A77 between Ayr and Stranraer. The designs to improve these 4 laybys will be completed by the end of this calendar year with construction anticipated early in financial year 2024/25.

The Scottish Government is aware, however, that Glasgow City Council announced at the end of March that it would write off outstanding school meal debts at all schools under its management at a cost of around £300,000 to the council; City of Edinburgh Council cancelled £64,000 of outstanding school meal debts in August 2022 and, earlier this month, councillors at Midlothian Council announced they had cancelled all outstanding school meal debts in the area totalling around £32,000.

Local authorities also have the power to make discretionary offers of free school meals to families, where they are experiencing financial hardship due to exceptional circumstances, if they do not meet the regular eligibility criteria.

COSLA, working with partners from across Local Government, have developed a set of good practice principles for the management of school meal debt, which were published on 20 February 2023. The intended audience for these principles is local authority staff across a range of departments (including education, catering, finance and debt collection) as well as Head Teachers, class teachers and other school staff. sport scotland’s provisional allocation of up to £5m for the development of a potential tennis facility at Park of Keir remains in place.

However, at this stage,a full application for a tennis facility at Park of Keir has not been received. Any decision on whether to make a capital award and the appropriate level of any award will only be taken on completion of a full application (as outlined in response to S6W-05651 on 20 January 2022).

Scottish Government is committed to implement payment reform from 1 November 2023. It was confirmed to the sector on 20 March 2023 that the timeline for the payment reform showcase was necessarily delayed by the process to replace the First Minister. The sector retains financial support until 31 October to support the delivery of services until the implementation of payment reform.

The current position is that the payment reform discussions with the British Dental Association (BDA) have begun on 10 May 2023. It is intended to that an announcement to the dental profession will be available in early summer.

The Scottish Government now routinely mandates the payment of at least the Scottish real Living Wage (£10.90) to employees directly involved in the delivery of its contracts. The 6% of contractors referenced in the Annual Report 20-21 was made up of 16 suppliers. Recent analysis of these suppliers and the associated contracts has revealed that of these 16, 14 now pay the real Living Wage either through a change of contractor during a re-let or via contract management processes. For the 2 remaining suppliers, one contract is currently being retendered due for award in July 2023 and the other is due for re-tender in 2024.

The Scottish Government is taking steps to maximise the payment of the real Living Wage, by including Fair Work First Criteria, including providing fair pay for workers in the delivery of the contracts where relevant and proportionate.

The right to public assembly is an important human right that the Scottish Government is committed to uphold.

We have no plans to extend the provisions in the Public Order Act 2023 which create new offences and new police powers relating to protests in England and Wales. In May 2022, the Cabinet Secretary for Justice and Veterans wrote to the Minister of State for Crime, Policing and Probation and confirmed that the Scottish Government would not be requesting that any of the provisions in the Public Order Bill be extended to Scotland.

In March 2022, the Scottish Government agreed that the Delivering Equally Safe (DES) funding period should be extended beyond September 2023, to allow suitable lead in time for a new funding model to be developed, following the conclusion of the Independent Strategic Funding Review.

Rape Crisis Scotland (RCS) and its centres will continue to receive Delivering Equally Safe (DES) Funding until March 2025, along with all the other DES funded projects.

Ministers will consider the Funding Review findings when they are published on 6 June.

Road safety remains an absolute priority for the Scottish Government. We remain determined that we continue to make investments which supports our Road Safety Framework to 2030, which sets out our vision for Scotland to have the best road safety performance in the world by 2030. This includes an ambitious long term goal where no one is seriously injured or killed on our roads by 2050.

The Scottish Government budget for 2023-24 includes over £31 million for road safety. This has been allocated to areas such as our Trunk Road Casualty Reduction Programme, our Safety Camera Programme, work to expand 20 mph areas in communities across Scotland and a Road Safety Improvement Fund which will support councils to reduce casualties and risks on their roads.
