As set out in the Policy Memorandum, accompanying the Visitor Levy (Scotland) Bill, the policy intention is that a local authority can establish exemptions to a visitor levy scheme in its area as it believes are appropriate. The Bill therefore provides for a local authority to put such exemptions in place, which will be informed by advice in national guidance being developed by local government and business organisations in the Visitor Levy Expert Group.

The Scottish Government remains committed to its fabric first approach, set out in our Heat in Buildings Strategy, which prioritises improving the energy efficiency of Scotland’s homes. This is critical to the heat transition, reducing demand for energy, and making homes warmer and easier to heat. However, ensuring that the fabric of a home is in good condition, and adequately repaired if required, prior to completing insulation works is important.

There is no single central record of consultations undertaken by the Scottish Government since 1999.

The pace of the Heat in Buildings transition requires a substantial growth in supply chains, including heat pump installation and maintenance. Supporting Scotland’s current and future workforce to develop the skills needed for the net zero transition is a priority for this government. Our Heat in Buildings Supply Chains Delivery Plan sets out practical steps that we will take to support the growth of the green heat sector. We continue to work in partnership with the sector to ensure that the appropriate support and training provision are aligned at a local level with business needs and future local demands.

The Visitor Levy (Scotland) Bill defines overnight accommodation as a room, space, or other accommodation at a type of premises that is provided for residential purposes other than as the individual's only or usual place of residence. Refugees who are staying in overnight accommodation as their only or main residence will therefore not be liable to pay a visitor levy, if a local authority chooses to introduce one. The Bill provides for a local authority to put such exemptions in place as it believes are appropriate, informed by advice in national guidance being developed by local government and business organisations in the Visitor Levy Expert Group.

Link Workers provide a vital contribution to patient care and our efforts to address health inequalities. Since we learnt of the risk to services from April 2024, we have engaged extensively, over several months, with Glasgow City Health and Social Care Partnership.

I am therefore pleased to confirm that we have committed to provide the Partnership with up to £1.2 million to sustain Community Link Worker capacity in Glasgow. This commitment fills a gap in funding that the Partnership had identified. The funding is in addition to the Partnership’s expected Primary Care Improvement Fund allocation in 2024/25 and we have offered the funding on a recurrent basis for three years to offer link worker services a degree of stability.

The Scottish Government are facing significant financial challenges, therefore, this funding announcement underlines just how seriously Ministers have taken this threat to services for some of the country’s poorest communities. It reflects the high value that Ministers place on Community Link Workers, and recognition of the levels of need in Glasgow City.

NHS Scotland’s Centre for Sustainable Delivery (CfSD) Specialty Delivery Groups (SDG’s) have been established to support, innovate and develop high quality services across Scotland, reducing unwarranted variation, promoting a 'best in class' services and, where appropriate, a 'once for Scotland' approach.

The multi-disciplinary groups, which include clinician and operational managers, have remit across the following areas: Processes, Pathways, Workforce, Innovation and Measurement.

The SDGs provides strategic direction for the work-programme in the following specialities:

• Dermatology
• Ear Nose and Throat
• Gastroenterology
• General Surgery
• Gynaecology
• Neurology
• Orthopaedics
• Rheumatology
• Symptomatic Breast
• Urology
• Vascular Surgery

The groups focus on implementation of existing proven programmes such as Actively Clinical Referral Triage (ACRT) and discharge Patient Initiated Review (PIR) and high impact changes such as Day Surgery and Enhanced Recovery after Surgery.

ACRT and PIR focus on 6 key specialties: Dermatology, ENT, General Surgery, Gynaecology, Orthopaedics, and Urology. Between April 2022 to March 2023, these specialties have managed almost 66,000 referrals through ACRT by returning patients to primary care and almost 43,000 patients were added to discharge PIR pathways.

SDGs also have a key role in establishing and embedding new approaches and innovations, such as Cytosponge and Colon Capsule Endoscopy.
