As I set out in my statement, we have a record number of additional support assistants in our schools, and this has been supported by the £830m spent on additional support for learning in 2021-22. This level of spend on additional support for learning is a record high.

We have maintained our record level of investment in pupil support assistants by providing authorities with a further £15m per year since 2019-20 to specifically support schools and authorities to respond to the individual needs of children and young people. As a direct result of our continued investment, we now have the highest recorded level of pupil support assistants. In 2022, 307 additional pupil support assistants were recruited. This builds on the increase of 1,036 from the previous year (2021) and brings the total number of pupil support staff in Scotland to 16,606.

The assignment of probationer teachers to individual schools is a matter for each local authority.

The Scottish Government continues to keep Preference Waiver Payments (PWP) under review through the Teacher Induction Scheme Ongoing Review Group and Strategic Board for Teacher Education.

The Strategic Board for Teacher Education, which is made up of a range of key education stakeholders, is looking at issues around the recruitment and retention of teachers in Scotland in detail. This will include consideration of the Teacher Induction Scheme.

The term additional support needs under the Education (Additional Support for Learning) (Scotland) Act 2004 (the 2004 Act) applies where for whatever reason children or young people are unable to benefit from school education without the provision of additional support. Therefore, the information requested in relation to colleges and universities is not applicable.

An additional support need may not be permanent and does not require a diagnosis. There is a wide spectrum of support that may be needed, from support to overcome barriers arising from health or disability to support for social and emotional reasons, therefore, each child or young person’s needs are unique.

Under the 2004 Act appropriate agencies have a duty to help an education authority discharge their duties unless the help asked for:

• Is incompatible with the agency's statutory or other duties; or
• unduly prejudices the agency in its discharge of its own functions.

For the purposes of the Act, an appropriate agency can be any NHS Board. Therefore, education authorities may make a request to an NHS Board, that a child or young person receives speech or language therapy or attends occupational therapy, where appropriate.

On counselling, local authorities provide six-monthly joint reports to the Scottish Government on both access to counsellors in secondary schools and children and young people’s community mental health services.

The Scottish Government has provided £367,177 of grant funding per year to CALL Scotland in the last five years. This grant is for services which deliver a positive and enabling impact on the provision of support to children and young people, who can benefit from assistive technology or augmentative and alternative communication.

Difficult decisions have had to be made to allow us to balance the Scottish Government budget while still progressing implementation of our mental health and wellbeing and other strategies from a revised direct budget of £260.3 million.

The in-year budget changes impacted on a number of planned new programmes which could not proceed as anticipated. Planned increased funding to existing programmes were also not able to be progressed. This included programmes related to Mental Health and Primary Care; regional CAMHS developments; full implementation of Coming Home; full implementation of the new Mental Welfare Commission Patient Records System; and improving prisoner mental health.

Despite the savings made, we have continued to focus on delivery of our mental health and wellbeing strategy and recently published delivery plan, which includes commitments around mental health services and specific programmes of work around learning disability and autism, and cross-cutting trauma work.

Personal devices owned and used by Cabinet Secretaries and Ministers do not have access to the Scottish Government’s corporate IT network or applications.

Ministers are briefed on best practice in respect of maintaining confidentiality of Scottish Government data when entering office or when a substantial change takes place.

Recently, Ministers have had dedicated briefings on Spear Phishing and the use of certain platforms. This has been done in partnership with the NCSC and Government Security Group.
