Capital expenditure is solely for the purchase of Peatland Carbon Units at a set rate as they mature within each project. However, awardees may sell their units on the open market where they can achieve an improved price.

The £1m allocated to the project is to cover liabilities if awardees exercise their option to redeem their Peatland Carbon Units with Scottish Government rather than selling them on the open market.

Through ScotZEB 1, the average subsidy per vehicle, excluding infrastructure was £176,000. Through ScotZEB 2, the average subsidy per vehicle, excluding infrastructure is £108,000. ScotZEB 2 is still a live project in its delivery phase, and consortium membership and vehicle numbers may be subject to change. Both phases of ScotZEB have been designed to bring about a market transformation in Scotland’s bus sector, to see the rapid adoption of zero-emission technologies.

Through ScotZEB 1, all subsidy was offered to bus operators, not to bus manufacturers. Similarly, through ScotZEB 2, the grant award was made to Zenobe Energy, to manage on behalf of their consortium of operators, and no subsidy went directly to manufacturers.

The Scottish Government remain firmly committed to the goals outlined within the HIV Transmission Elimination Delivery Plan, published in March 2024, which includes a commitment to ending new transmissions of HIV by 2030 and ensuring that people living with HIV are able to access the high quality, person-centred care, treatment and the support they need to live well. A mid-plan report is expected to be published in late August which will outline progress made against our goals, as well as proposing next steps and prioritisation of some actions within the plan.

The assessment of requests and permission for officers seeking additional jobs or business interests are matters for the Chief Constable. Police Scotland has confirmed that an assessment is undertaken of every application for additional business interests, many of these agreed to are voluntary or charitable posts.

It is an operational matter for Police Scotland to determine the specific categories of information gathered and recorded, in the pursuit of their duties.

I have regular meetings with the Chief Constable where discuss relevant issues. Whilst this is an operational matter for Police Scotland, we have discussed the impact that mental health issues have on officers. most recently at our meetings on 27 February and 30 April 2025.
