Officials intend to present a paper to the Scottish Executive Nurse Directors (SEND) outlining the results of the information gathering exercise, with a view to providing an update on the outcomes of the group's consideration of the paper by the summer.

We are clear in our expectations that all women, at all times, receive high-quality and person-centred maternity care tailored to their needs, with quality and safety for mothers and babies central to decision-making. To understand the quality and safety of maternity care and identify where improvement should be made, we are closely following data published by Public Health Scotland (PHS). Occurrences of third- and fourth-degree perineal tears (also referred to as obstetric anal sphincter injury (OASI)), a leading cause of faecal incontinence following childbirth are recorded by PHS as part of its Maternity Inpatient and Day Case - Scottish Morbidity Record (SMR02) dataset and can be viewed via its Scottish Pregnancy, Births and Neonatal Dashboard .

We are also aware of the research and evidence endorsed by the Royal College of Obstetricians and Gynaecologists and the Royal College of Midwives on obstetric anal sphincter injury and recognise that further work is required to improve care for women who experience incontinence including follow-up care and specialist care. Obstetric anal sphincter injury is on the agenda at various meetings bringing together senior leaders in Scotland’s maternity care.

The Scottish Government is committed to continuous improvement in maternity safety across Scotland, in partnership with NHS Boards and clinicians and service users, to deliver the best and safest person-centred care for mothers and babies. We are aware of the evidence around implementing care which aims to reduce risk of developing stress incontinence. We regularly facilitate meetings and events bringing together senior leaders in maternity services to discuss evidence aimed at improving services and provide learning opportunities.

All pregnant women are also provided with a copy of Ready, Steady, Baby! , a guide to pregnancy, birth and early parenthood up to one year, by their midwife as part of their routine antenatal care. Ready, Steady, Baby! includes information on and signposting to additional materials regarding stress incontinence and pelvic floor muscle exercise for women, both during pregnancy and following birth, which can help to reduce the risk of stress incontinence following childbirth.

Information on pelvic health is also available on the Women’s Health Platform on NHS Inform. This includes information on urinary incontinence in women and is publicly available to both service users and healthcare professionals.

A report recently published by Public Health Scotland provides details of the most recent statistics for the bowel screening programme, which includes the uptake differences between areas of different socioeconomic status. The overall uptake continues to exceed the HIS standard of 60% of the eligible population, but there continue to be inequalities in the return rates for bowel screening kits, including between the least and most deprived communities in Scotland.

Since 2017, the Scottish Government has provided £1 million funding annually to address screening inequalities, part of which has been distributed to NHS Boards to fund initiatives catering to their specific populations.

The funding is also used for national initiatives, such as the development of the Screening Intelligence Platform (ScIP), which aims to simplify the process of gathering and analysing all screening data. This will allow greater insight into screening inequalities across a range of characteristics, including socioeconomic status, and supporting efforts to increase screening uptake across all groups.

In addition, the Equity in Screening Strategy was published last year. This set out a vision for equitable access across the full screening pathway, including in the bowel screening programme. It is accompanied by the implementation of an Equity in Screening Network that allows those who work across screening to share evidence, best practice and learning around screening inequalities. This will enable NHS Boards to consider proven interventions to address inequalities in uptake, and therefore increase participation in the bowel screening programme.

The Scottish Government carefully considered a wide range of issues and concerns as part of the recently concluded review into the arrangements for the Additional Dwelling Supplement (ADS). Decisions on this took account of an intention to provide for consistency of treatment for taxpayers in various circumstances, and operational considerations.

Following the review, The Land and Buildings Transaction Tax (Miscellaneous Amendments) (Scotland) Order 2024 will, if approved by the Scottish Parliament, introduce a number of legislative changes to the arrangements in place for the ADS. There are no plans to introduce further reliefs or exemptions at this time, including in circumstances where a home is purchase for a disabled relative.

The Scottish Government will continue to keep the arrangements for LBTT under review.

We have invested over £2m within this parliamentary term to deliver the Framework for Pain Management Service Delivery which looks to reduce the impact of chronic pain, including fibromyalgia, on quality of life and wellbeing and improve information, care and services for people in Scotland.

In 2022-23, as part of Section 10 of the Social Work (Scotland) Act 1968, the Scottish Government provided grant funding of £7,920 to Pain Concern and Flippin’ Pain to host an online awareness raising event for people in Scotland living with fibromyalgia. The event was also open to healthcare staff.

In December 2021, our Response to Scotland’s Climate Assembly: Recommendations for Action included the commitment to investigate opportunities for whole life emission reporting.

Following this commitment we engaged with Zero Waste Scotland and some of the UK’s leading embodied carbon experts to scope research which produced the report Regulating Embodied Carbon in Scotland’s Buildings .

National Planning Framework 4 makes clear that reducing greenhouse gas emissions is a cross-cutting outcome of development and includes policy that requires a minimisation of lifecycle greenhouse gas emissions and the use of materials with the lowest forms of embodied emissions, such as recycled and natural construction materials.

We are currently engaging with key organisations and UK counterparts to understand the viability of such action and benefit that can be derived from a requirement to report on the broader environmental impact of new development, including the assertion that this could be addressed through building regulations.

The Scottish Government does not hold this information.

Rapid Cancer Diagnostic Services (RCDSs) are a fast-track diagnostic pathway for patients who present with non-specific symptoms suspicious of cancer – brain cancers don’t tend to present in this way.

The University of Strathclyde published a report, reflecting on two years of the RCDSs running, on Thursday 29 th February, highlighting the cancer types being detected by the model, with lung and HPB cancers most common, as expected.

Meanwhile, work continues with PHS to establish a national data collection for RCDSs.

All frontline staff have monthly call reviews and one-to-one meetings with their line manager, real time clinical supervision and coaching with debrief sessions at the end of each shift. This is in addition to mandatory e-learning and personal development plans.

The Scottish Government, Highlands and Islands Enterprise (HIE) and Scottish Enterprise (SE) have approved up to £24.5m in grant funding to the Sumitomo Electric UK Ltd high voltage cable manufacturing project. This comprises £19.37m in Scottish Government funding, £4.6m from HIE and £0.53m from SE.

The project will create around 330 jobs and bring £350 million inward investment to Scotland. This major investment in the Highlands will support the delivery of the First Minister’s flagship commitment of up to £500 million over five years to anchor our offshore wind supply chain and create good, green jobs.

The grant support was essential to progressing this significant investment into our renewable energy future. As a global player in the offshore cable market, Sumitomo’s decision to invest in Scotland required support to ensure that the case for the creation a new facility in Scotland could be considered competitively alongside alternative locations across the globe. Sumitomo’s Scottish Highlands investment is their first in Europe, and an indicator of the attractiveness of Scotland as a place to do business in what is a globally competitive market.
