International law is a reserved matter and the Scottish Government has not had formal contact with the UK Government in relation to the potential criminalisation of ecocide in international law. However, the Scottish Government is supportive of a revision to the Rome Statute of the International Criminal Court to include ecocide, and would support the UK Government in officially supporting and/or ratifying a new law on the criminalisation of ecocide in international law.

In terms of the domestic consideration of ecocide, the Scottish Government will carry out an assessment, in line with its policy on EU alignment, of the revised EU environmental crime directive, which has now been approved by the EU Parliament.

Quantifying the impacts of piscivorous birds on wild salmon populations is challenging as it requires updated information on bird populations, distributions and diet, as well as information on the population dynamics processes of both the birds and fish.

Nevertheless several studies have been commissioned in order to build knowledge of the potential impact of piscivorous birds on wild salmon. Most recently a study to document the diet of fish eating birds on four Scottish rivers was conducted between 2019 and 2020. A separate project funded by the European Maritime and Fisheries Fund has examined acoustic tracking methods that may be useful in identifying those stretches of Scottish rivers where salmon smolt losses occur. This pilot work included a study examining the feasibility of concurrently recording movements of piscivorous birds (goosanders) using Global Positioning Satellite (GPS) tags. A final report on the study will be published in due course.

Whole Family Wellbeing Funding was provided by the Scottish Government to deliver transformational change to improve holistic family support so that families get the right support, in the right way and at the right time. This includes £32m for Children’s Services Planning Partnerships (CSPPs) to build local service capacity for transformation and the scaling up of holistic family support in local areas. The work is driven by Children's Services Planning Partnerships at the local level, who have responsibility for deciding how to spend their allocation. We are distributing funding through three distinct Elements co-produced with stakeholders including The Promise Scotland:

• Element 1 – Providing Direct Support to CSPPs:Funding allocated across all CSPPs to build local service capacity and transform family support services.
• Element 2 – National Support for Local Delivery - a package of activity aimed at supporting local transformation. This includes:

o establishing collaborative learning partnerships with three CSPPs [East Ayrshire, East Lothian, Glasgow City] and a dedicated national support team to support planning and provide local learning that can be shared nationally

o a Learning into Action Network and a Knowledge Hub to share learning, facilitate peer support and collaborate ;

o an independent evaluation of the implementation and initial impacts of the programme to help shape and develop activity across WFWF going forward;

o research to support continuous improvement of the transformation support provided to the CSPPs as well as to generate learning about how transformational capability is built.

• Element 3 – Taking a cross SG approach to system change – funding approved for twelve projects led by wider SG policy teams which would progress the aims of WFW.
  

To date the Scottish Government has spent £65.5m across financial years 2022-23 and 2023-24.This figure does not include funding in addition to the local authority allocations for 2023-24 which have yet to be finalised. I met with Ofgem CEO Jonathan Brearley and Chair Mark McAllister on 8 February to discuss Ofgem’s work to review standing charges for consumers, protections for prepayment meter (PPM) customers and opportunities for data sharing to facilitate better targeting of support to those that need it the most.

My officials regularly engage with Ofgem to influence policymaking and advocate the interests of Scottish energy consumers.

I am pleased to confirm that an agreement was reached between the UK and the Faroe Islands on 1 March. This was the final in a suite of negotiations which have cumulatively provided over £600 million of fishing opportunities to Scottish fishers in 2024. The Scottish Government has been fully involved in the negotiations, with these talks highlighted as a key priority by many in our industry. This deal sees exchanges of quota and access for Scottish vessels into Faroese waters for species such as cod, haddock and saithe in 2024. The outcomes will provide additional opportunities and flexibility, enabling our larger whitefish vessels to divert their effort into Faroese waters, in turn putting less pressure on stocks in Scottish waters. This deal also provides a platform to continue to build on our already strong relationship with the Faroe Islands as we seek to manage our fish stocks sustainably. NatureScot has carried out a Strategic Environmental Assessment (SEA) that includes the identification of risks and constraints of beaver translocation and natural colonisation to other interests, including migratory fish such as Atlantic salmon. A comprehensive Environmental Report was prepared in 2017 focussed on two detailed zones; Tayside and Knapdale. An addendum to the 2017 Environment Report that brings up to date to our knowledge of beavers in Scotland, as well as their impacts and management was published in 2022. Furthermore, stand-alone assessments have been carried out on prioritised river catchments. To date this process has seen assessments for the River Leven (Loch Lomond), River Forth, River Beauly and River Spey catchments.

A clinical refresh of the Scottish Referral Guidelines for Suspected Cancer is underway to help ensure those with symptoms suspicious of cancer are put on the right pathway at the right time. These Guidelines have been developed for primary care clinicians to aid clinical decision making for those that require urgent specialist investigation.

Meanwhile, a new primary care cancer education platform – Gateway C – has been procured in NHS Scotland to provide innovative, and tailored information to support earlier cancer diagnosis efforts and enable effective decision-making. The first modules to be included on the platform will be launched in Spring 2024.

Scotland’s first Rapid Cancer Diagnostic Services (RCDSs) – established within existing NHS infrastructure – are operational in NHS Ayrshire and Arran, NHS Dumfries and Galloway NHS Fife, NHS Lanarkshire and NHS Borders, providing primary care with access to a new referral pathway for patients with non-specific symptoms suspicious of cancer.

The University of Strathclyde has completed a two year evaluation of Scotland’s first RCDSs showing that the services are achieving what they set out to do – find cancer – while delivering a high standard of care for primary care and patients at speed.

Two test beds continue to pilot chest x-ray AI in NHS Scotland, to help identify those with a suspicion of lung cancer following a chest x-ray, often requested by primary care clinicians. This work aims to reduce the time from primary care referral to the urgent suspicion of cancer (USC) diagnostic pathway commencing.
