The Scottish Government continues to identify opportunities to remove unnecessary duplication across the public bodies landscape.

In July 2024, public bodies were asked to provide information to identify opportunities for delivering services in alternative ways and to increase efficiencies across corporate functions. A report of the findings from this commission was published on 15 November 2024, and can be found at Public Bodies Expenditure: Supplementary Report of Data Commission - gov.scot.

A key strand of the Public Service Reform (PSR) programme is to improve the efficiency and effectiveness of our public services for the people of Scotland. As part of this, we continue to engage with public bodies to progress the programme and deliver long term fiscal sustainability.

Four Scottish Government civil servants are working on delivering the actions set out in the Artificial intelligence strategy: trustworthy, ethical and inclusive.

The Scottish Government’s £10 million long COVID Support Fund was announced in September 2021 and resource has been allocated from the fund from the financial year 2022-2023 onwards. The following table provides an overview of funding recipients from the start of the financial year 2022-23 to 28 February 2025. Allocations to NHS boards are made in tranches across the financial year to account for any slippage in programme delivery. It is anticipated that further allocations will be made to NHS boards from the fund before the end of this financial year, and in the financial year 2025-26.

The 2025-2026 budget outlines £7.586 million for the ‘Long Covid, ME, Chronic Fatigue and other similar conditions’ budget line. This represents a £4.5m uplift to the 2024-2025 long COVID budget line.

We continue to review Scotland’s AI Strategy to keep pace with changes and growth in technology. This is why, in 2023, I commissioned an independent review into Scotland’s approach to AI which was published last year. Since then, the AI Alliance has re-focussed priority areas into three pillars of work which include empowering people, supporting business and AI adoption in the public sector. As Scotland’s 2021 AI Strategy states: The Alliance will evolve. Scottish Government will continue to review performance of the strategy and adapt to create sustainable growth and continued innovation.

Community benefits from renewable energy developments are voluntary arrangements between communities and developers. Despite the powers to mandate community benefits being reserved to the UK Government, Scotland has made significant progress with a voluntary approach through our Good Practice Principles. Over the past 12 months, renewables developers have offered more than £30 million to local communities.

We are currently consulting on our Good Practice Principles for onshore and offshore renewable energy developments, to ensure we continue to support sustainable and meaningful outcomes for people in Scotland. This includes seeking views on local, regional and national approaches to community benefits. The consultation closes on the 11 April and we will consider all responses as we work towards updating the guidance by the end of 2025. We want to gather a wide range of views from across communities, industry, the third sector and public sector partners, and encourage everyone to take part.

Social Security Scotland recognises that clients can have complex and varied accessibility needs. Letters are available in a number of different languages and formats, including Braille, easy read and large print.

Before letters are changed to an alternative format, all letters are created using standard templates, in line with the Social Security Scotland style guide.

The Social Security Scotland style guide provides guidance on plain English terms and inclusive language for commonly used technical terms, such as using “benefit” or “award” over “assistance.”

Letter templates are designed using the Social Security Scotland style guide and Digital Scotland Service Standard. Templates are tested throughout the design cycle and aim to meet a Flesch Reading Ease of between 70 to 80, equivalent to school grade level 8 or reading age 9 - 11 years.

Social Security Scotland use accessible fonts, colours, and formatting options such as headings and lists to set out blocks of text for ease of reading.

Social Security Scotland work with external service providers who deliver translation services and letters in Braille and large print, in line with industry standards by following UK Association for Accessible Formats guidelines, which is the standard for UK transcribed documents.

On 13 January 2025, the Scottish Government launched a survey for people working in or with an interest in culture. This asked about their experience of currently available support and what they would like to see provided in the future to better meet the needs of the sector.

Responses to the survey are currently being analysed and will help to inform the scope of the Scottish Government’s review of how the culture sector is supported, including exploration alternative and additional funding mechanisms to grow the overall funding pot for culture in Scotland.
