To ask the Scottish Government, further to the answer to question S6W-34287 by Neil Gray on 27 January 2025, what specific action it is taking to reduce delayed discharge.

Further to my answer on 31 January which laid out in detail the First Minister’s plans for NHS Scotland renewal, I can confirm this will be further expanded with the publication of our operational improvement plan in March.

This plan will build on the work that has been conducted with Health Boards over the past year to improve hospital flow and reduce delays. It will set out whole system improvement action to ensure people receive the right care in the place, recognising that acute hospitals are not always the best place for patients or their families.

As part of this plan Hospital at Home will be expanded to at least 2,000 beds, by December or sooner, and will expand and coverage of treatment people can expect to receive at home and will reduce the number of people needing to be admitted to hospital.

By summer 2025 there will be direct access to a front door frailty service in every hospital with a core emergency department, to ensure people living with frailty get access to the right, specialist care for their healthcare need which will reduce the chance of a prolonged hospital stay and lower the chances of a care home admission.

A vast amount of work has already been undertaken in 2024 to date through the Collaborative Response and Assurance Group, including work with Health and Social Care Partnerships with high levels of delay to understand the challenges they are facing and support them to deliver the changes, a national media campaign highlighting the positives of Home First, and promotion and maximising of good practice such as the Discharge without Delay programme.

I am confident that with all the new measures we have laid out we will continue to see an improving picture on the level of delays across the country and that people will have access to high quality care, in the setting that is right for them.

To ask the Scottish Government how children in psychiatric inpatient care can safely raise concerns about their treatment.

If they feel able to do so, young people and their families should raise concerns with staff or via the advocacy services available in the inpatient units, so that any issues can be resolved as quickly as possible.

Young people and their families can also contact the Mental Welfare Commission Advice Line for advice on rights and good practice to do with mental health and incapacity law, and care and treatment, or to raise a specific concern.

To ask the Scottish Government when it expects that the mechanism or toolkit that it has committed to developing for staff in the recommended actions of the Ministerial Scottish Nursing and Midwifery Taskforce will be available for staff to use.

The implementation phase of the Nursing and Midwifery Taskforce has now begun, and two Implementation Delivery Groups are being established to oversee swift delivery of all 44 recommended actions. One group, chaired by the Interim Chief Nursing Officer, will meet at the end of February and then recurrently every 6 - 8 weeks. A further Implementation Delivery Group will be chaired by the Cabinet Secretary for Health and Social Care and will meet in Spring and then every six months. These two Groups will ensure that priorities are clearly defined, progress is measurable, and key milestones are met. A detailed work plan and timeline to guide the delivery of the recommended actions will be agreed in Spring.

To ask the Scottish Government when it will begin the review of the predicted absence allowance in the staffing level tools used by NHS Scotland, as it committed to in the recommended actions of the Ministerial Scottish Nursing and Midwifery Taskforce.

To ask the Scottish Government whether it has had any discussions with NHS Greater Glasgow and Clyde following the recent BBC programme, Disclosure: Kids on the Psychiatric Ward, and, if so, what outcomes have resulted from any such discussions.

Since I was made aware of the allegations in the programme, my officials have been in regular contact with NHS Greater Glasgow and Clyde, asking a series of questions around how complaints and incidents during the time period were handled; how Mental Welfare Commission recommendations were addressed; and how staff are trained and supervised. There were also important questions about leadership and governance.

From NHS Greater Glasgow and Clyde’s response, I am satisfied that appropriate review and assurance processes are in place and that improvements have been made since the events described.

As I set out in my answer to question S6W-34878 on 27 February 2025, NHS Healthcare Improvement Scotland (HIS) and the Mental Welfare Commission will carry out a series of joint visits. I will also be carefully monitoring the outcome of the internal and external reviews that have been commissioned by NHS Greater Glasgow and Clyde and – as the Board would expect – holding them to account. To ask the Scottish Government when it first became aware of the reported allegations of mistreatment at Skye House, and what action it has taken since.

I was first informed about the BBC Disclosure Programme on 24 January 2025.

Since I was made aware of the specific allegations in the programme, my officials have been in regular contact with NHS Greater Glasgow and Clyde to seek assurances about current practice.

On Wednesday 26 February, myself and the Cabinet Secretary for Health and Social Care met with the Chief Executives of NHS Greater Glasgow and Clyde, NHS Lothian and NHS Tayside, where inpatient units are located. They provided me with assurance that the allegations in the programme are being taken very seriously, that internal and external review processes are underway, and that appropriate governance arrangements are in place.

To provide further external assurance, I have asked NHS Healthcare Improvement Scotland (HIS) and the Mental Welfare Commission to carry out a series of joint visits to all three adolescent inpatient units in Scotland, as well as the National Child Inpatient Unit.

HIS and the Commission will use these visits to recommend what is required to ensure the quality and safety of our CAMHS inpatient units in the future.
