Questions and answers

Parliamentary questions can be asked by any MSP to the Scottish Government or the Scottish Parliamentary Corporate Body. The questions provide a means for MSPs to get factual and statistical information.

Written questions must be answered within 10 working days (20 working days during recess)

To ask the Scottish Government whether ATMs at retailers’ premises will be exempted from non-domestic rates; how many ATMs will be affected by their removal from the valuation roll, and whether it will consider backdating refunds, in a similar way to that in Wales and England when ATMs were removed from the valuation roll.

The valuation of all non-domestic property, including sites of ATMs, is a matter for the Scottish Assessors who are independent of local and Scottish Government.

We are aware that Assessors have been considering the valuation of ATM sites and recently concluded that in most retail premises it is likely that such sites will be deleted from the Valuation Roll. Assessors are now commencing the process of identifying the ATM sites this will apply to.

Where a property is removed from the Valuation Roll, the ratepayer will be entitled to a refund of any overpaid rates back to the effective date of deletion.

To ask the Scottish Government what it is doing to ensure that local authorities are carrying out home visits for its Super Sponsorship Scheme, for the Homes for Ukraine scheme, fairly, proportionally and equally across Scotland.

The Scottish Government is working closely with local authorities on this work. Guidance for all local authorities supporting displaced people from Ukraine through the Scottish Super Sponsor Scheme and who match through the Homes for Ukraine Scheme has been published: Super Sponsor Scheme and Homes for Ukraine guidance for local authorities .

It is a requirement for all hosts to agree to a home visit by a local authority before a guest is placed with that host, or as soon as a local authority is made aware a person has matched individually.

To ask the Scottish Government, further to the answer to question S6W-06722 by Lorna Slater on 7 March 2022, whether it has considered any international evidence in relation to the potential impact of the inclusion of glass in a Deposit Return Scheme on the willingness of producers to switch from using glass packaging to using aluminium or plastic packaging.

We have drawn extensively on international evidence in the design for our Deposit Return Scheme (DRS). Where there has been a movement away from glass in other countries, this is usually attributable to a range of factors e.g. a movement towards increased use of refillables. Evidence suggests that where product or format switching has occurred in other countries with DRS, it is rare that this can only be attributed to DRS. As the answer to question S6W-06722 sets out, we do not consider that there will be extensive switching away from glass due to our DRS.
