To ask the Scottish Government whether it will publish details of what assessment it has carried out of skills (a) shortages and (b) underuse.

The UKCES Employer Skills Survey covers skill shortages and underuse. The Scottish Government is a partner to this research. The survey results were published in January 2016 and the latest results for Scotland are available here: https://www.gov.uk/government/publications/ukces-employer-skills-survey-2015-scotland-toolkit

Scottish Government also commission Skills Development Scotland to undertake further Regional Skills Assessments, using information from the UKCES Employer Skills Survey.

To ask the Scottish Government how many public contracts were placed with supported employment workplaces for disabled people through its procurement process and what their value was in each year since 2011.

The Scottish Government Framework for Supported Factories and Businesses was awarded in September 2012.

The number of contracts placed from financial year 2011-2012, via Public Contract Scotland (PCS) prior to the Framework Agreement is 17. As referred to in the answer to question S4W-14309 on 26 April 2013.

Since 2012, spend and orders placed through the Framework Agreement across all Scottish sectors (Central Government, Health, Education, Local Authority and Charities), has totalled £1.9m. Orders placed totalled 389, with a sectoral breakdown provided in the following tables. However, those figures do not include any public contracts placed with supported businesses by public bodies outwith the Scottish Government framework.

The current framework agreement has recently been extended for a further year and will now expire on 11 September 2017.

To ask the Scottish Government whether it will provide a breakdown of the signatories to the Scottish Business Pledge and what components each business has signed up to.

To ask the Scottish Government whether it monitors the number and value of public contracts that it and other public bodies in Scotland award to supported employment workplaces for disabled people.

Public bodies should publish a contract award notice for contracts that are in scope for procurement regulations. Generally these are contracts for £50,000 or more for goods and services and £2 million for construction. In addition public bodies are required to publish and maintain a public contracts register setting out such details as the name of the contractor, the subject matter of the contract and the estimated value of the contract.

Public bodies with procurement spend of £5 million or more per annum are required to publish a procurement strategy. Part of that strategy will set out how the public body will consider how it can undertake procurements in a way which facilitates the involvement of supported businesses. Such bodies must also produce an annual procurement report that will set out the steps the public body has taken to facilitate the involvement of supported businesses in regulated procurements. These reports will be published by the individual public bodies and will form the basis for an annual report on procurement activity in Scotland to be prepared by Scottish Ministers. Financial year 2017-18 will be the first full year subject to annual procurement reports under the Procurement Reform (Scotland) Act 2014.

To ask the Scottish Government on what date it will publish the full minute of the meeting between the First Minister and the German Government's Minister of State for Europe, which was held on 9 August 2016.

On 28 June 2016 the Scottish Government received a clear mandate from Parliament to pursue all options to protect Scotland’s relationship with the EU. Acting on this, the First Minister met with Michael Roth, Minister of State for Europe at the German Federal Foreign Ministry on 9 August 2016 in Berlin. This meeting was not seeking decisions or conclusions but rather ensuring that Scotland’s voice was heard and that Mr Roth, on behalf of the German Government, understood Scotland’s position.

The Scottish Government is committed to regularly reporting progress on its EU engagement to Parliament including through regular engagement with relevant committees. However, the Scottish Government has no plans to publish a minute of this meeting, in view of the need to protect diplomatic conversations which is the normal practice for government to government meetings internationally.

To ask the Scottish Government whether it will publish the minute of the meeting between Transport Scotland and Orchard Brae Ltd and their agents on 26 January 2016 and what information it has on the meeting hosted by North Lanarkshire Council Planning and Roads officers and attended by NLC, Transport Planning Ltd and CBRE on 24 March 2016.

No formal minutes were taken at either meeting and we are therefore unable to publish the details.

The second meeting was held on 13 April 2016 and was hosted by North Lanarkshire Council Planning and Roads officers with attendance from Transport Scotland officers, Transport Planning Ltd, CBRE and Scott Gillespie, who we understand to be a director of Orchard Brae Ltd. The developer’s team outlined the emerging Euro Park proposals and their proposed approach to consultation and assessments to support a planning application. Transport Scotland officers outlined the standard approach to consideration of strategic transport impacts in line with the published transport appraisal and assessment guidance.
