To ask the Scottish Government what review it has undertaken of the impact of Regulation 6 of the Town and Country Planning (Fees for Applications) (Scotland) Regulations 2022, which provides planning authorities with the power to levy a surcharge of up to 25% on retrospective applications as a means of recovering the costs of undertaking enforcement investigations.

To ask the Scottish Government, further to the answer to question S6W-20967 by Paul McLennan on 14 September 2023, whether it will provide the data that has been returned in response to the question that was added to the HL3 data collection in 2019, asking “if a child is in the temporary accommodation placement", including the data that has been provided by all local authorities from April 2022.

The Scottish Government published data on children in temporary accommodation as returned via the HL3 collection alongside the annual Homelessness in Scotland 2022-23 publication. This can be found in the supporting documents webpage here: https://www.gov.scot/publications/homelessness-in-scotland-2022-23/documents/

This was the first time this data has been published as all local authorities have only been able to provide this data from April 2022. The data prior to 2022 has not been published as it is incomplete and not of sufficient quality.

The data published shows snapshot figures as at 31 March 2023 for a) all households in temporary accommodation, b) the number of households with children or a pregnant woman in temporary accommodation, and c) the number of children in temporary accommodation, by accommodation type and local authority. This replicates the headline figures that are published from the snapshot aggregate (HL2) data collection. To protect the confidentially of individuals and households, Scottish Government only releases aggregated statistics and not individual application level data. Additionally, figures have been rounded to the nearest 5 for disclosure control purposes.

Comparisons between HL2 and HL3 snapshot figures were published in the supporting document above. This showed differences between the two sets of data and confirmed that further quality assurance with Local Authorities is required. Further information on the quality assurance can be found on the “Additional information” worksheet in the children in temporary accommodation excel workbook in the link above.

The Scottish Government is currently undergoing Official Statistics quality assurance with local authorities to assess and improve the quality of the data that has been received since April 2023. The current plan is to publish snapshot HL3 data, with necessary caveats annually, with the next publication of this data due in Summer 2024.

To ask the Scottish Government, further to the answer to S6W-21015 by Paul McLennan on 20 September 2023, for what reasons it does not report quarterly financial expenditure against resource planning assumptions at the same time that it publishes housing supply statistics.

Resource planning assumptions are only one element of the Affordable Housing Supply Programme budget. Expenditure within a financial year will not correlate directly with approvals, starts and completions as, for example, some projects can span more than one financial year.

The Scottish Government regularly publishes financial information at Autumn and Spring Budget revisions, Provisional Outturn, Final Outturn and Final Accounts. As previously advised in the answer to question S6W-21015 on 20 September 2023, when annual financial year expenditure is concluded and finalised we publish an Affordable Housing Supply Programme annual out-turn report. This reports actual spend compared to original resource planning assumptions alongside wider programme performance information.

To ask the Scottish Government how it (a) reviews and (b) reports on the performance of its financial transaction investments.

The Scottish Government (SG) provides Financial Transactions (FTs) in the form of loans (such as Health Board GP Loans) and equity investments (such as the Help to Buy Scotland programme). Loans are capital amounts that are to be repaid.

FTs are managed and monitored by the SG Portfolio business area that issue them. FT outturn data is reported annually as part of the provisional and final outturn process. For those business areas falling within SG’s accounting boundary, information on performance is reported in the Scottish Government’s Consolidated Accounts. Overall FT performance is set out in the Scottish Government Annual Report, which reviews both the cash impact of schemes (advances, repayments, and write-offs) and their valuation through consideration of an annual impairment review and review of their fair value.

The Scottish Government and Agencies are responsible for reviewing and monitoring the performance of their FTs and reporting will vary: Fund managers (including Energy Savings Trust and the Scottish Investment Fund) may provide monthly or quarterly reporting alongside annual reports and multi-year programme performance reports to SG Portfolio teams. Loans paid out directly to loan applicants (such as the Help to Buy Scotland Programme) will be monitored directly by the Portfolio area responsible for them. These reports are reviewed and used to provide advice to Ministers on the future of individual programme and project funding.

The financial information provided in the answer to question S6W-21659 on 4 October 2023 is for FTs that fall within the SG’s accounting boundary and are reported within the SG Consolidated Accounts. The loan values are the net book value, after consideration of any impairment of changes to fair value through multi-year discounted cashflow models or from consideration of the impact of housing prices on the housing equity based loans. All arms-length bodies outside of the SG accounting boundary will be responsible for their own reporting.
