To ask the Scottish Government what discussions it has had with port operators about accessing the UK Shared Prosperity Fund.

The Scottish Government has not held discussions with port operators about accessing the UK Shared Prosperity Fund. The UK Government has consistently failed to engage meaningfully with the Devolved Nations on the Fund. It remains unclear how much Scotland will receive or on what basis our allocation will be decided. This is clearly not conducive to a smooth introduction of the Fund in Scotland.

It is extremely disappointing that the UK Government has again decided to use the powers it has given itself in the Internal Market Act to introduce a scheme which bypasses the Scottish Government and stakeholders.

To ask the Scottish Government, further to the answer to question S6W-00237 by Graeme Dey on 3 June 2021, what solutions are being considered by the Queensferry Crossing Working Group, to prevent the build-up of ice on the bridge.

Transport Scotland’s Operating Company, BEAR Scotland, and its specialist suppliers are finalising the design for a system of optical and infra-red cameras to be installed on the tower tops. This equipment will assist in providing a better understanding of the mechanism for ice accreting and falling off the cable stays and towers. Installation is scheduled for August. Options currently under consideration to prevent or reduce ice formation include coatings and de-icing compounds applied to the stay cables and towers and cleaning of the stay cables to remove deposited air borne particulates from the external surface of the stay cables. These options are being considered for laboratory testing and possible site trials.

To ask the Scottish Government what progress it has made in making improvements to the (a) A77 and (b) A75.

Consideration of potential improvements to all strategic transport infrastructure across the whole of Scotland continues to be undertaken through the second Strategic Transport Projects Review (STPR2). This work is building upon the findings of the South West Scotland Transport Study which set out the Case for Change for transport in the south west and included 23 recommendations, four of which were specifically focussed on the A77 and A75.

STPR2 will create the evidence basis for future transport investment decisions by the Scottish Government for the next 20 years. It will set out how the recommended investments will contribute Net Zero, Inclusive Growth and our vision is for a sustainable, inclusive, safe and accessible transport system helping deliver a healthier, fairer and more prosperous Scotland for communities, businesses and visitors.

At the core of STPR2 is the Sustainable Investment Hierarchy. We will aim first to reduce the need to travel unsustainably, make better use of and enhance existing infrastructure, before investing in new capacity. This hierarchy is also central to Infrastructure Investment Plan.

STPR2 will conclude later this year, with publication of recommendations for investment and an appropriate statutory consultation period.

To ask the Scottish Government whether it will support joint bids from trust ports for freeport status.

Despite the Scottish Government being ready to launch, the UK Government has yet to agree to a joint bidding process for implementation of the green port model in Scotland. However, in the draft applicant prospectus published on the Scottish Government website on 18 March 2021 we made it clear that we would welcome bids from applicants or multi-applicant partnerships. This would include joint bids from trust ports.

To ask the Scottish Government whether it will support ports by (a) reviewing planning regulations, (b) incentivising diversification and (c) ensuring that they benefit from the UK Shared Prosperity Fund.

The Scottish Government recognises that a diverse and successful ports sector contributes significantly to national, regional and local economies. We continue to work with the ports sector to explore avenues of funding for diversifying and reducing the carbon impact of port operations.

Scotland’s ongoing programme of planning reform is refocusing planning on improving the quality of our places. We are undertaking a review of National Planning Policy in Scotland with a view to publishing National Planning Framework 4 (NPF4) in 2022. This will be Scotland’s long-term development strategy, the direction of travel for which is set out in the NPF4 Position Statement published in November 2020. Permitted development rights (PDR) refer to those types of development for which planning permission is granted by national legislation, meaning they can be carried out without needing to submit a planning application. Port operators in Scotland already have broad PDR under Part 13 of Schedule 1 to the Town and Country Planning (General Permitted Development) (Scotland) Order 1992. As we noted in the draft Green Port Applicant Prospectus published in March 2021, the Scottish Government will consider whether port operators’ existing PDR remain fit-for-purpose.

To ask the Scottish Government what plans it has to place the Infrastructure Commission on a statutory footing.

To support delivery of the National Infrastructure Mission, in early 2019 Scottish Ministers established an independent, short-life, Infrastructure Commission to examine and advise on the right vision, ambition and priorities for infrastructure in Scotland to meet our 30-year economic growth and societal needs. The Commission published two reports during 2020, which are available online at:

The Infrastructure Investment Plan 2021-22 to 2025-26 was published on 4 th February 2021. It recognised the value of the Infrastructure Commission for Scotland’s expertise and insight to the discussion on how we develop our long-term infrastructure strategy. The Plan also committed to giving further consideration to the most appropriate approach to Scottish Minister’s receiving independent advice to set longer term priorities. We will set out further details of the steps we will take to explore this later this year.

To ask the Scottish Government further to the answer to question S5W-35465 by Michael Matheson on 9 March 2021, whether it will provide an update on the electrification projects on the (a) East Kilbride and (b) Barrhead railway lines.

Network Rails Contractor, SPL, is undertaking on-site activities between Muirhouse South Junction and Busby Junction as part of the East Kilbride / Barrhead Enhancements project. This includes piling and the construction of steelwork foundations to support future electrification.

This demonstrates that positive progress is being made with early construction activities whilst the necessary development work for the complete project is progressed.

To ask the Scottish Government whether Transport Scotland’s growth target for rail freight will be achieved by 2024.

Network Rail is on track to meet our innovative growth target for rail freight. Despite the health pandemic, rail freight demand has held up well and 216 new freight trains ran on the network in Scotland in the past 12 months. Supported by Scottish Government and third party investment more new freight services in Scotland are planned in the next 18 months, in addition to new cross border express logistics services. Modal shift to rail will play a key part in decarbonising the overall transport network to meet our ambitious climate change targets.
