Prior to the 1st April 2022, ScotRail services were operated by Abellio ScotRail. Under the terms of the franchise agreement, revenue figures for the period are commercially confidential. The published accounts for Abellio ScotRail for this period will be found at Companies House in due course.

For the period after 1st April, relevant revenue figures will not be available until the annual accounts for ScotRail Trains Ltd. have been audited, verified and published after the end of the financial year 2022-23.

I have not visited Glasgow Airport during my time as Minister for Transport, however I look forward to meeting with the CEO of AGS Airports on 5 October 2022.

Scottish Rail Holdings advised that the cost of the recent pay agreement with ScotRail train drivers is £4.5 million per annum. It will be funded from the 2022/23 budget allocated to ScotRail Trains Limited, with no other budgets having been affected.

Work is proceeding to hold a procurement competition for new battery and electric trains to operate decarbonised rail passenger services on the Fife Circle and Borders routes, which will allow replacement of 42 ScotRail Class 156 diesel trains. We will also use the opportunity to secure options for further electric trains in future.

We met the commitment to begin providing free bikes to schoolchildren within 100 days of the new Government by commencing the ongoing pilot programme. The pilot programme is, by its nature, focused in scope with 9 projects testing a range of delivery models. We aim to roll the programme out more widely in 2023.

The pilot period will conclude at the end of August 2022. The projected spend to the end of the pilot period is £2,601,356.22. This is £870,369.34 resource and £1,730,986.88 capital. The resource element of the budget is not used to procure bikes, but to fund activity such as training sessions and staffing to support the objectives of the pilot programme.

The total number of bikes issued to date is 2067. We expect to have issued 3000 bikes by the end of the pilot period. The bikes include adapted and non-standard bikes to cater for a range of needs.

In addition, fleet bikes delivered by Sustrans Scotland to participating schools, but not given to any individual child, have been used 2927 times.

We do not record data on bike numbers at local authority level. However, considering bikes issued and associated training and promotion sessions, free bikes activities have taken place in 20 of 32 local authority areas. The 9 pilots are running across a range of locations including in urban, rural and island communities.

Abellio ScotRail (at the time), Network Rail and Transport Scotland were all involved in the development work leading to the publication of the Decarbonisation Action Plan ( Rail Services Decarbonisation Action Plan | Transport Scotland ) in July 2020. Battery trains, supported by partial electrification of routes were set out as an option alongside other forms of rail traction.

Transport Scotland and (now) ScotRail Trains Limited are regularly engaged in discussions over planning for the procurement of new zero emission rolling stock.

As of March 2022, there were 916 LEZ compliant taxis in Edinburgh and 465 in Glasgow. For non-compliant taxis, there were 359 in Edinburgh and 954 in Glasgow.

The Scottish Government has made Low Emission Zone (LEZ) Support fund grants available since late 2019. I can confirm that a further £5 million has been allocated to the LEZ Support Fund for 2022-23.

The LEZ Support fund (administered by Energy Savings Trust) offers a grant of up to £2,000 per vehicle for the safe disposal of non-LEZ compliant vehicles. Owners can put this funding towards the purchase of a LEZ compliant vehicle or to one that is suitable for retrofit.

The LEZ Retrofit fund offers a grant of up to £10,000 per vehicle (or up to 80% of the capital costs) to bring non-compliant vehicles up to LEZ standards.

Interest-free loans are also available through the Energy Saving Trust (funded by Transport Scotland) to enable owners and operators of hackney cabs or private hire taxis to replace their current vehicle with an eligible ultra-low emission vehicle.

Transport for London’s Veteran Oyster Card scheme is specifically tailored to London’s ticket and fare system. Whilst there are no current plans to roll out such a scheme in Scotland, I have asked my officials in Transport Scotland to meet with TfL to learn more about the scheme’s operation and where we might be able to learn lessons in Scotland.
