To ask the Scottish Government which local authorities have settled residual waste treatment options, broken down by (a) what those options are and (b) the length of any lock-in conditions, and which local authorities have no settled options.

Local authorities are responsible for the provision of local waste services and are, therefore, best placed to comment on the detail of contractual arrangements for residual waste treatment.

Based on information provided by local authorities, the majority of local authorities have residual waste arrangements in place that extend beyond 2025. However, although significant work is in progress, I understand that 12 local authorities currently do not yet have contractual arrangements beyond 2025 for the treatment of their residual waste which comply with the forthcoming ban on landfilling biodegradable municipal waste.

Based on information provided by local authorities, these are: Comhairle nan Eilean Siar, West Lothian Council, Dumfries and Galloway Council, Perth and Kinross Council, Clackmannanshire Council, Stirling Council, Argyll and Bute Council, West Dumbartonshire Council, Inverclyde Council, South Ayrshire Council, East Ayrshire Council, and Falkirk Council.

Through Zero Waste Scotland, Scottish Government is providing additional support to help remaining local authorities secure appropriate residual waste contracts in preparation for the forthcoming ban. This includes the provision of additional technical, legal and procurement advice.

To ask the Scottish Government what its position is on intervening to end lock-ins for local authority incineration contracts in order to support the development of a declining cap on incineration capacity.

Local authorities are responsible for and best placed to take decisions on contractual arrangements for the provision of waste services. The independent review of the role of incineration in the waste hierarchy recommended that when negotiating contracts for residual waste management, local authorities should specifically address the risks of lock-in.

To ask the Scottish Government whether Zero Waste Scotland will continue to be funded entirely from public funds.

Zero Waste Scotland (ZWS), as well as other partners, is supporting the Scottish Government to realise ambitions for a Circular Economy in Scotland which is critical to tackling the climate and nature crises. In this regard, ZWS is an important delivery partner for the Scottish Government, providing expertise on Circular Economy policy, programmes and research which help to fulfil commitments set out in the Bute House Agreement and the Programme for Government 21-22. The Scottish Government will continue to fund ZWS and other partners that are able to provide the required specialist expertise to progress the Circular Economy agenda.

To ask the Scottish Government how many (a) exemption and (b) voluntary return point applications have been processed by Zero Waste Scotland to date.

Deposit Return Scheme applications for exemptions and voluntary return points have been open since 1 January 2021. The following table provides a breakdown of applications received so far.

ZWS anticipate an increase in applications over late summer /early autumn when the milestone ‘one year to go’ is reached. It is expected this will be followed by a lull over the Christmas period with further increases in 2023 building from early spring until go-live in August 2023.

It should be noted that there is a degree of uncertainty around these estimated numbers and the demand profile, however at this stage these are the most current projected figures. Zero Waste Scotland continues to work with members of the System Wide Advisory Group to more accurately forecast and manage application numbers.

To ask the Scottish Government how much was spent on producing Zero Waste Scotland’s report on quantifying liquid food waste from food and drink manufacture.

Further to Scottish Government’s answer to your query on this report in February 2021 (S5W-34878 on 10 February 2021), Zero Waste Scotland have confirmed that £51,000 was spent on this work.
