Questions and answers

Parliamentary questions can be asked by any MSP to the Scottish Government or the Scottish Parliamentary Corporate Body. The questions provide a means for MSPs to get factual and statistical information.

Written questions must be answered within 10 working days (20 working days during recess)

To ask the Scottish Government whether it will establish an information source and point of contact with Scottish Natural Heritage for those with concerns about the impact of wild beavers.

<>Scottish Natural Heritage has established a monitoring group to study the beavers in the Tay catchment, the Tay Beaver Study Group. The group will be setting up a website to provide information about the management of beavers on the Tay. There are already information sources and contact points in relation to the Scottish Beaver Trial at Knapdale. Scottish Beaver Trial field officers are available for help and advice when required (details at www.scottishbeavers.org.uk) and monitoring information is available via SNH (www.snh.gov.uk/scottishbeavertrial).

To ask the Scottish Government whether the Tayside beaver is a protected species.

Beavers are not a protected species in Scotland. However, Scottish Ministers announced on 16 March 2012 that beavers could remain on Tayside for the duration of the Scottish Beaver Trial and their impact will be monitored over this period. The status of beavers will be reviewed in 2015, following the conclusion of the trial, when Scottish Ministers will decide on the future of all beavers living in the wild in Scotland.

To ask the Scottish Government what is being done to develop communication between the Scottish Wild Beaver Group and (a) farmers and (b) beaver interest groups.

I refer the member to the answer to question S4W-09531 on 21 September 2012. One of the aims of the Tay Beaver Study Group is to develop communication between a range of interests, including the Scottish Wild Beaver Group, other conservation interests and fisheries and land management representatives.

To ask the Scottish Government, further to the answer to question S4W-08596 by Michael Matheson on 6 August 2012, which senior medical officers have observational status and what powers this gives them.

The Senior Medical Officer within the Scottish Government with responsibility for vaccination and immunisation routinely attends meetings of the Joint Committee on Vaccination and Immunisation (JCVI) as an observer. Dr Nicola Steedman is the current Senior Medical Officer with this portfolio. Other officials of the Scottish Government, or representatives of Health Protection Scotland, may also attend in an observer capacity, on occasion. The minutes of all JCVI meetings, including details of who attended each meeting, are available on the JCVI website.

The JCVI Code Of Practice sets out that observers from the UK Governments/Administrations will attend all JCVI meetings (and meetings of its sub-committees), be party to all communication between the secretariat and the whole committee and that they will receive committee papers as they are circulated to the committee itself.

The JCVI Terms of Reference sets out that the committee may provide advice to Scottish Ministers. Historically, the Scottish Government would seek any advice from the JCVI through its observers on the committee.

To ask the First Minister how the Scottish Government will ensure that colleges are in a position to respond to the rise in demand for student places.
