The Best Start (2017) recommended that all neonatal facilities should provide emergency overnight accommodation on the unit for parents, with accommodation available nearby for parents of less critically ill babies. We have no plans to introduce guidance on the number of parent beds that should be available in each unit.

We are currently working with Regional Chief Executives and Regional Planners who are leading on development of plans for implementation of the new model of neonatal care, with the expectation that a phased transition to the new model will begin later this year. Accommodation is part of Board’s planning under the new model of neonatal care implementation.

The Best Start emphasises parents as key partners in caring for their baby and aims to keep mothers and babies, and families together as much as possible in the crucial early weeks, with services designed around them.

The Scottish Government remains committed to the new model of care and its aim to minimise the separation of families, and to support parents with babies in neonatal care.

We have a number of measures already in place to support families:

• Development of Transitional Care beds within maternity units so that babies with moderate additional care needs can be cared for alongside their mothers in a postnatal ward with neonatal support;
• Providing accommodation for parents to stay on or near neonatal units;
• Roll out of the Young Patients Family Fund (formerly the Neonatal Expenses Fund) to support families with the costs of travel, accommodation and food whilst their baby is in neonatal care;

and

• Repatriating babies to their local neonatal units as soon as clinically possible;
• Development of neonatal community care so that babies can get home quicker with neonatal community support.

NHS boards are committed to involve parents in decision making and providing care for their baby; to provide funding support and accommodation for parents to stay on or near the unit, facilities within the unit to encourage kangaroo skin to skin care, early support for breastfeeding and to develop clear information for parents.

Since implementation of Best Start commenced in 2017 Scottish Government has provided over £30 million of funding to NHS Boards to support implementation of the Best Start recommendations.

We continue to provide funding for the ongoing delivery of neonatal intensive care and continuity of carer, and to NHS National Services Scotland for the Perinatal Network.

We also provide support to all families with babies in neonatal care to cover the costs of food, travel and accommodation as part of our Young Patients Family Fund.

Hospitals with the neonatal intensive care units have accommodation for families on site, and this will be offered to families in the first instance. If hospital accommodation is not available, the Health Board will usually be able to book and pay for nearby accommodation for families in advance.

Scotland has hit the target of 6,000 public electric vehicle charge points two years early.

Since 2011 the Scottish Government has invested over £65 million in public electric vehicle charging. As a result of this early investment, and increasing private sector investment, Scotland has one of the most comprehensive public charging networks in the UK, and the latest UK Department for Transport statistics show that Scotland has the highest number of public charge points on a per head of population basis of any part of the UK, except London, and the most rapid charge points of any part of the UK.

I am pleased to announce that today we have published our draft Vision Implementation Plan. This draft plan identifies the actions required to deliver our ambitious Vision for public electric vehicle charging in Scotland, as well as a route map for delivering approximately 24,000 additional public electric vehicle charge points by 2030.

Meeting our ambitions will require concerted efforts from public and private bodies alike, and the draft Implementation Plan has been developed in consultation with the key stakeholders that share collective responsibility for delivering public electric vehicle charging in Scotland. The plan is being published alongside a consultation on its proposed actions, and I warmly welcome all responses to this consultation, which will strengthen the final Implementation Plan and route map to be published in 2025.

Today I am also pleased to announce a further £1.9 million has been awarded to Perth & Kinross and Angus Councils through our EV Infrastructure Fund. This additional funding will enable both local authorities to work in partnership with the private sector to deliver an additional 177 public electric vehicle charge points, with a particular focus on delivering infrastructure in rural communities, to ensure Scotland continues to lead the UK on public electric vehicle charging.

I will set out the high-level principles of Air Departure Tax in due course, following which we will work towards implementation as soon as is practicable. However, this first requires a solution to the Highlands and Islands exemption, and we are working with the UK Government to achieve this.

The Smart, Digital, Integrated Ticketing and Payments Delivery Strategy 2024 was published in August and is available on the Transport Scotland website.

The strategy outlines how the Scottish Government will progress smart and integrated ticketing, including improvements to our national concessionary schemes, such as smart vouchers for ferry concessionary travel and a new Traveline Scotland journey planning service, which launched in September. It also outlines the steps and dependencies required to deliver a national integrated ticketing system.

A new national integrated ticketing system for Scotland is part of the wider work to advance the future of public transport in Scotland, and is being progressed to the timeline as laid out in the strategy roadmap. Delivery of the strategy is supported by the work undertaken by the National Smart Ticketing Advisory Board (NSTAB) which was established in 2023 to advise Scottish Ministers on the strategic direction of smart ticketing in Scotland, including a technological standard. Timescales for delivery are set out in the NSTAB workplan published on the Transport Scotland website.

The draft route map to achieving a 20% reduction in car use published in 2022 outlines our approach to achieving this. A period of engagement and consultation followed publication, and the analysis and consideration of the consultation responses are shaping the updated route map which will be published in due course.

The route map is co-produced with CoSLA, in recognition of the joint commitment to a just transition to reducing car use and we are continuing to work closely with local and regional partners to update the route map and we will publish it on completion of that engagement.”

As previously indicated, we will publish the draft Implementation Plan for consultation on its proposed actions by the end of the year and we envisage that the final Implementation Plan and route map will be published in 2025.

Protecting the planet is a clear government priority which is why we must ensure that resourcing matches the scale of work required to deliver a net zero Scotland by 2045, balancing that with a need to ensure efficiencies in our public services.

We continually review staffing and resourcing, to support our commitments and ensure that the government’s ambition for tackling climate change is delivered as part of our regular assurance processes.

In addition, there is oversight of resourcing of climate change activity through the Global Climate Emergency Programme Board.
