To ask the Scottish Government what its position is on the timetable change adding 22 minutes to the published timetable on west coast main line rail services.
Answer
The Scottish Government’s aspiration for Inter City West Coast cross-border rail services is clear: safe, fast, frequent, reliable, punctual services connecting Scotland to London and intermediate locations with on board facilities and fares that attract passengers.
Transport Scotland met with Virgin Trains to make clear the Scottish Government's preference to maintain shorter journey times.
The Scottish Government is therefore disappointed that the previous 4 hour 8 minute fast Virgin Trains service between London Euston and Glasgow now makes five extra stops before it reaches Scotland, and takes an additional 22 minutes.

To ask the Scottish Government how much can be awarded in school clothing grants, and what the average award is (a) nationally and (b) broken down by local authority.
Answer
The Education (Scotland) Act introduced a provision to allow Scottish Ministers to make regulations to require local authorities to pay a minimum amount of school clothing grants to families or young people. The detail of the amount of grant and the eligibility criteria would be set out in regulations. We plan to agree the criteria and amount in partnership with COSLA and discussions between COSLA and the Scottish Government on this issue are continuing to this effect.
Crucially, this policy will also provide consistency of approach across Scotland. While local authorities currently have a general duty to make provision, it is clear from our discussions with a number of organisations that there is inconsistency across Scotland and it is unacceptable that any child loses out. Detail on the level of grant currently awarded by individual local authorities is not collated centrally.

To ask the Scottish Executive what role the Scottish Futures Trust will have in delivering the estate redevelopment for the City of Glasgow College.
Answer
Our 2011-12 Budget proposed a pipeline of infrastructure projects for delivery through the non-profit distribution model. The pipeline includes investment in the modernisation of the college estate in Glasgow city centre. The Scottish Futures Trust will deliver the pipeline of projects in partnership with Scottish Government, local government, NHS boards and other public bodies.

To ask the Scottish Executive whether the Scottish Futures Trust or the Scottish Funding Council will be the lead agency in delivering the estate redevelopment for the City of Glasgow College.
Answer
While City of Glasgow College is the owner of its estates development project, the College will be supported by both the Scottish Funding Council and by the Scottish Futures Trust, as the bodies delivering the pipeline of NPD infrastructure projects in the college sector on behalf of the Scottish Government.

To ask the Scottish Executive what action it will take in relation to a business case for the City of Glasgow College’s estate redevelopment if it is submitted before the dissolution of the Parliament.

Our 2011-12 Budget makes clear that the Scottish Government will deliver through the non-profit distributing model, modernisation of the Glasgow college estate, subject to the conclusion of a robust and affordable business case. Consideration of the business case will be undertaken by the Scottish Funding Council in partnership with the Scottish Futures Trust once it is received to determine whether the project is ready to proceed to procurement.

To ask the Scottish Executive what the £200 million budgeted in 2011-12 for the Scottish Futures Trust for the estate redevelopment for the City of Glasgow College will pay for.
Answer
Our 2011-12 Budget makes clear that the capital value of the modernisation of the Glasgow College Estate is estimated at around £200 million. This is subject to the conclusion of a robust and affordable business case for the City of Glasgow College project, and a successful procurement through the Non Profit Distributing model. While the College has yet to submit its business case to the Scottish Funding Council, it is widely known that City of Glasgow College is committed to developing a world-class campus which matches its ambitions as Scotland''s largest college.

To ask the Scottish Executive what discussion it has had with paediatric consultants regarding Glasgow’s new children’s hospital.
Answer
The design for the new children''s hospital has been in development since June 2006, and at every stage there has been involvement and communication between the project team for the new children''s hospital and all staff at the Royal Hospital for Sick Children, including the paediatric consultants.

To ask the Scottish Executive whether Transport Scotland will brief MSPs on the response to the cold weather conditions.

A statement on the severe weather conditions was made to the Parliament on 8 December 2010 and a copy of this can be found at:

In addition, following a debate on winter resilience held in the Parliament on 16 December 2010, the Cabinet Secretary for Finance and Sustainable Growth wrote to all MSPs on 20 December 2010 to update them on the situation.

To ask the Scottish Executive what guidelines it issues to NHS boards to ensure that disabled people have access to pharmacies.
Answer
The Achieving Fair Access guidance was issued in October 2006, to help NHS Scotland meet the needs of disabled people.
Health Facilities Scotland issued in August 2007 a non-binding guidance note SHPN 36-3 Community Pharmacy Premises in Scotland for those planning new premises or upgrades to existing community pharmacies.
The formal responsibility for registration and standards for pharmacies in the United Kingdom lies with the recently established General Pharmaceutical Council who have yet to issue formal guidance.
