To ask the Scottish Executive when the Cabinet Secretary for Health, Wellbeing and Cities Strategy will make a decision on the provision of transcatheter aortic valve implantation treatment.
Answer
I have asked that NHSScotland continues to review further evidence on transcatheter aortic valve implantation (TAVI) as it emerges.
The National Institute for Health and Clinical Excellence (NICE) is currently consulting on draft Interventional Procedures Programme guidance on the safe and efficacious use of TAVI in the UK. The guidance is expected to be made available in November 2011.
The National Institute for Health Research has also commissioned a Health Technology Assessment (HTA) looking at cost effectiveness. Publication of this HTA in December will trigger a further review by the Scottish Health Technologies Group.
As agreed at the time of the original review of TAVI in February 2011, NHSScotland will take this emerging evidence into account in its future consideration of the provision of TAVI by the end of February 2012.

To ask the Scottish Executive what procedures are in place to prevent publicly limited companies avoiding the scrutiny of local authority commissioners' approved provider processes by purchasing companies that are trading or in administration.

To ask the Scottish Executive, further to the answer to question S4W-01248 by Michael Mathieson on 18 July 2011, why it has no plans to establish a living wage unit.
Answer
The Scottish Government announced it's 2012-13 public sector pay policy during the Spending Review statement on 21 September. Employers covered by the policy are required to apply a Scottish Living Wage. The policy is available at:
www.scotland.gov.uk/publicsectorpay.
Pay for other public sector and private sector staff is a matter for these employers.

To ask the Scottish Executive when it will commence section 2 of the Alcohol (Scotland) Act 2010, and the requirement not to sell alcoholic drinks in multiples, where the unit cost is less expensive than purchasing the drinks individually.

To ask the Scottish Executive how it ensures that cost is not the only factor when procuring social care.
Answer
The Scottish Government's guidance on the Procurement of Care and Support Services explicitly states that, when procuring such services, greater emphasis should be placed on quality rather than cost. Compliance with this requirement should mean that decisions are never based on price alone.

To ask the Scottish Executive how much was spent on East Ayrshire Community Hospital's proposed dental facility and how much was spent on the refurbishment of its (a) Frail Elderly and (b) Elderly Mental Health Wards.
Answer
The projected cost of work on the project incurred by NHS Ayrshire and Arran is £758,381.
Within the above cost, £146,727 was spent on permanent improvements to facilities. Of direct benefit to the Frail Elderly and Elderly Mental Health’s Pennelburn and Holmburn Wards were building alterations, including door widening and floor improvements. Also included in the cost of the permanent improvements were additional car parking spaces and changes to the kitchen.
