To ask the Scottish Government on how many occasions National Entitlement Cards have been (a) suspended and (b) rescinded in each year since 2021, also broken down by National Entitlement Card scheme.
Answer
(a) The following table below shows the number of cardholders, who had their entitlement to free bus travel suspended, each year from 2021 to 2025 (as of 31 October 2025), broken down by Scheme.
Year | Older and Disabled Persons’ Scheme | Young Persons’ Scheme | Total |
2021 | 1 | N/A | 1 |
2022 | 3 | 0 | 3 |
2023 | 1 | 1 | 2 |
2024 | 2 | 3 | 5 |
2025 | 4 | 0 | 4 |
(b) As part of standard processes, cards are cancelled and "hotlisted" within the Card Management System used by Local Authorities. This is for a number of reasons, most commonly when a replacement card is ordered (e.g. to replace lost, broken cards etc), the existing card will be cancelled, however, we do not record this particular data.

To ask the Scottish Government when it will seek to schedule a parliamentary debate on fishing, in light of the commitment of the Cabinet Secretary for Rural Affairs, Land Reform and Islands in the Parliament on 18 February 2025.
Answer
Subject to Parliamentary time being available, our intention remains to seek a debate on fisheries before the end of the year. It is recognised that the fishing sector is currently facing a range of challenges, and a Parliamentary debate would be a valuable opportunity to discuss these issues. Any proposals for Government business in Parliament are subject to consideration by the Bureau and approval by the Parliament.
