The following table shows how many devices have been distributed by councils to school aged children using the £25m digital inclusion funding made available by Scottish Government in 2020-21.

Local authorities across Scotland have a range of approaches to provision of technology in schools, including some councils who have undertaken to provide cohorts of their school population with devices using their own budgets. We do not hold information centrally on those approaches, therefore, the table only shows devices distributed through the funding made available by Scottish Government in 2020-21.

The Scottish Government are committed to providing a device for every school aged child by the end of this Parliament.

Funding for devices was provided to local authorities by the Scottish Government. As such, local authorities undertook their own procurement exercises and devices purchased became assets of, and are managed by individual local authorities. Decisions on their use, are taken locally. We do not hold information on how devices are used and monitored.

Care and Repair provide the alarms and installation free of charge for older or disabled homeowners who live in properties with council tax Bands A-C and who are in receipt of pension credit or disability benefit. Our funding has also enabled them to supply and fit compliant alarms at a subsidised cost for older and disabled people who are not fully eligible. Final figures will not be collected until the end of the financial year and we will publish these once available.

The Scottish Government does not hold this information. It is the responsibility of individual local authorities to manage their own budgets and to allocate the total resources available to them on the basis of local needs and priorities

The Scottish Government has provided funding of £22.5m for the five National Performing Companies for 2021-22, and maintained their International Touring Fund of £350,000. The same amount of funding is in the 2022-23 budget.

The Scottish Government is aware of the increased production costs faced by independent publishers and their impact across the publishing sector. It is providing a range of business support through activities delivered by our enterprise and creative agencies. This includes: regular business surveys; support accessed through the FindBusinessSupport website; and XpoNorth, the year-round support programme for the Highlands and Islands.

Independent publishers may be eligible for financial support from Creative Scotland through the new Recovery Fund for Cultural Organisations; and Creative Scotland’s Open Fund. Further information about these funds can be found on Creative Scotland’s website.

The Cancellation Fund for Creative Freelancers opened on 6 January and closed on 21 January. It provided much-needed support to creative freelancers experiencing cancellations due to the rapid spread of the Omicron variant.

The total number of applications received by Creative Scotland was 1,946. The number of approved applications was 1,766. Of these approved applications, so far 1,763 have been paid in full.

An application from ScottishPower Renewables was submitted to the Scottish Ministers on 23 December 2021 for the proposed Carrick Windfarm development. Adverts were placed in the local newspapers Ayrshire Post, Ayr Advertiser, Carrick Herald, and national newspapers The Scotsman and Edinburgh Gazette between 25 January and 8 February 2022 to provide notice that the application has been submitted. A consultation was issued to Barr Community Council, Crosshill, Straiton and Kirkmichael Community Council and Dailly Community Council dated 25 January 2022, requesting comments be provided to the Scottish Ministers by 28 February 2022, unless an extension to this date has been agreed. The consultation is currently ongoing and the public can make representations to Scottish Ministers.

Wales was the special partner nation at Showcase Scotland 2022 as part of Celtic Connections, with six Welsh acts featuring as part of the festival programme: Cynefin, Eve Goodman, N’Famady Kouyaté, No Good Boyo, Pedair and The Trials of Cato. There was increased collaboration in advance of the festival with meetings of cultural organisations between the two nations and a strong partnership between Feis Rois and Welsh group Avanc has resulted. As Showcase Scotland took place virtually in 2022, Wales will once again have a focus in 2023 alongside Brittany. The virtual launch was attended Angus Robertson, Cabinet Secretary for the Constitution, External Affairs and Culture and Dawn Bowden, Welsh Deputy Minister for Arts and Sport.

Focus Wales was a partner with the recent successful iteration of Global Music Match which saw Scottish and Welsh artists collaborating with other international artists, with many longstanding relationships resulting.

The Scottish Government has an office in Dublin which delivers an ambitious and exciting programme to engage local audiences with Scotland’s contemporary culture, in support of Scotland’s wider International Framework.

The office supports Scotland’s programme of cultural celebrations throughout the calendar year, and identifies opportunities to celebrate anniversaries of significant dates with local events. It also designs programmes of cultural activity that support Scottish artists and performers to develop markets in Ireland. It works closely with Scotland’s cultural institutions including Creative Scotland and the National Performing Companies.

The Ireland-Scotland Joint Bilateral Review, launched in 2021, highlights culture as one of its six key themes. In line with the recommendations of this report, the Scottish Government in Ireland is working alongside Irish Government colleagues with a continued focus on creating opportunities for our artists and performers, and for our creative and heritage sectors to flourish.
