The Scottish Government is currently reviewing existing private water supply legislation, which will align private water supply policy with the EU’s recast Drinking Water Directive and further measures required to adapt to climate change impacts. This includes provisions relating to access to water and taking a risk-based approach from catchment to tap. A public consultation on potential policy proposals covering the water sector including PWS, is planned for the Autumn.

I refer to the answer for S6W-20472 on 29 August 2023 and add that, in addition to reviewing existing legislation on private water supplies, the Scottish Government is working closely with Scottish Forestry to update the existing guidance note ‘ Protecting private water supplies during forestry activities ’. This guidance builds upon The UK Forestry Standard (UKFS) .

A policy decision has been made to link the student loan age cap in Scotland to the UK state pension age, ensuring a 5 year gap between the two. This was implemented to allow students sufficient time to complete their studies, enter repayment and pay back some/all of their student loan. The current age cap of 61 reflects the UK state pension age of 66 and will increase in line with any future changes.

The Scottish Government has recently published an interim evaluation report of the first year of the Whole Family Wellbeing Funding: Whole Family Wellbeing Funding (WFWF): year 1 - process evaluation - interim report - gov.scot (www.gov.scot) . It explores the work of Children's Services Planning Partnerships (CSPPs) and early evidence of implementation in respect of the funding administration, design and set-up of funded activities (from September 2022 to February 2023). Overall, CSPPs have told us that WFWF is beneficial and supportive for increasing holistic whole family support and scaling current models.

A full evaluation report of Year 1 will be available in early 2024. This will be based on evidence from annual Children’s Services Plan reports, and will explore children, young people and families’ experiences of family support services that have received WFWF, and the extent to which the short-term outcomes of the funding have been achieved.

In 2022-23, £33.5 million of Whole Family Wellbeing Funding (WFWF) was provided by the Scottish Government to deliver transformational change to improve holistic family support so that families get the right support, in the right way and at the right time.

This includes £32m for Children’s Services Planning Partnerships (CSPPs) to build local service capacity for transformation and the scaling up of holistic family support in local areas.

The remaining funding in 2022-23 was provided to set up a package of transformational activity. This included establishing collaborative partnerships with three CSPPs to accelerate learning, setting up a Learning into Action network, funding the evaluation and research work for WFWF and funding 12 projects that are helping to transform how families are supported by taking a cross Scottish Government approach to system change.

£50m has been allocated for the WFWF in 2023-24.

HM Treasury advised that the Scottish Government will not receive any Barnett consequentials, in respect of the UK Government's announcement of £5 million for Arts Council England's Supporting Grassroots Live Music Fund.

Through Scottish Government’s commitment of £36 Million over this parliamentary term, The Climate Justice Fund [CJF] continues to focus on supporting communities being impacted first and worst by the climate crisis.

£7 Million of this has been committed to be spent on Loss and Damage over this parliament (to March 31 2026). £1.7 Million has already been delivered through grants. For details of expenditure I refer the member to the answer to question S6W-13351 on 10 January 2023. In addition, once the selection process and delivery mechanism for the £5 Million funding for non-economic loss and damage is finalised, initiatives can begin to be funded through this programme on the otherwise underfunded and undervalued area of addressing non-economic and slow-onset loss and damage.

Scottish Government is expanding its Human Rights Defendership Fellowship programme to include two £50,000 Gender and Environment fellowships. The fellowship will allow human rights defenders from other countries to spend several months in Scotland to develop their work, skills and extend their networks in a safe place.

A further £24 Million will be awarded through the Climate Just Communities programme over three years. This will be split across Malawi, Rwanda and Zambia to build more inclusive communities that are resilient to the material and social effects of climate change.

Officials are developing options for Cabinet Secretary consideration for allocation of the as yet uncommitted funding.

We continue to support NHS Ayrshire and Arran in the development of the Full Business Case (FBC) for the new National Treatment Centre facility at Carrick Glen and look forward to receiving the case for consideration during 2023.

The Scottish Government remains committed to reducing inequalities across all screening programmes. That is why we have supported the Equity in Screening strategy, which will give direction and focus to tackling this issue across all screening programmes. However, we also recognise that Health Boards are most often best placed to find solutions that meet the needs of their populations, and we have allocated inequalities funding since 2021-22 to support local initiatives.

This funding has played a part in a programme of work in Ayrshire and Arran to tackle inequalities of uptake in cervical screening. In particular the Health Board has developed a targeted Health Board cervical screening clinic for women who have experienced sexual violence, or who have physical disabilities; They have also run additional Saturday clinics, particularly in areas of deprivation, to increase access to screening outside working hours.

In addition, Primary Care staff have directly contacted patients who have not taken up their screening invitations to offer appointments. Further work is underway with primary care to consider outreach work for 23/24, which will specifically take into account the needs of areas with highest depravation within the Health Board.
