The information held in the National Clinical Data Store (NSCDS) currently contains data on vaccinations and anticipatory care plans (ReSPECT) and forms part of the patient’s clinical record. NCDS is interoperable with other core systems and supports our ambitions of ensuring that information is available to staff when and where they need it.

The recently released Data Strategy for Health and Social Care details a set of ethical principles for the use of data across our health and care sector. These principles are applicable to the use of AI as well as the broader use of data.

Furthermore, the Data Strategy sets out our intent to work towards the safe adoption of AI tools, working to international best practice. We have also committed to developing a policy framework for adoption of AI across health and by Spring 2024.

The initial discovery work identified that in addition to a new national approach to Radiology Information Systems being required, there was a range of additional improvements that could be made to diagnostic services across Scotland if a more strategically consistent approach to the provision of digital technology was taken. As such, work on a standalone approach to RIS has been paused and a new Digital Diagnostics Steering Group established to explore options for future investment in national digital infrastructure to support diagnostic services within the current fiscal framework.

A range of digital mental health therapies are available to support people to self-refer. These include treatments for: Insomnia, Generalised Anxiety Disorder (GAD), Stress, Resilience, Space from COVID, Supporting An Anxious Child, Supporting An Anxious Teen.

These treatments are open to anyone through self-referral across all areas of Scotland. In addition to this we have about 12 treatments open to self-referral for Health and Care staff, this including depression, a range of anxiety disorders. Table 1 provides more detail on what is currently available.

The Scottish Government, NHS Scotland and our partners have an ongoing commitment to developing UK and international collaborations. This includes active participation in European and International networks as well as hosting of inward study visits to Scotland and outward visits to international partners. Inward visits include from the Netherlands, Denmark, Andalucia, Wales, World Health Organisation (Georgia and Macedonia) and Spain.

Work on the National Care Service Bill continues as it progresses through the parliamentary process. The Bill allows Ministers to set out, in secondary legislation, the details of a scheme to support information sharing so services can be provided effectively and efficiently by, and on behalf of, NCS and NHS. Second, the Bill will also allow Ministers to set out information standards so there is a consistent approach to how information is defined, stored and reported.

However, prior to conclusion of the bill, and in support of the introduction of data standards, COSLA and the Scottish Government are currently in the process of convening a Data Standards Board for health and social care. This will allow us to create clear governance regarding the preferred data standards for use across the sector.

COSLA and The Scottish Government published our Data Strategy for Health and Social Care which has committed to setting out the preferred information standards for use across Scotland’s health and social care sector. Scottish Government will seek to align with international and UK defined standards to facilitate interoperability and bring consistency to the ways in which clinical information is recorded. Work is progressing to implement SNOMED CT in health settings (with a new Ontology server now operational), alongside the recent implementation of ICD 11 codes in mental health. Furthermore, work is now underway to stand up a Data Standards board for Scotland’s health and care data in summer 2023.

Scottish Government has established the £2,75m Digital Lifelines programme which aims to reduce drug-related harm and death. Significant cross-sector programme of work is well underway and will focus on inclusion, services and innovation. The purpose of the desktop review was to assess which properties should be investigated for the presence of reinforced autoclaved aerated concrete (RAAC). NHS Scotland Assure is preparing a paper on options to proceed with discovery surveys to assess which NHS Scotland properties contain RAAC. Completion of the discovery surveys will provide an accurate assessment of how many, and which, properties contain RAAC.
