Given the importance of cross border rail connectivity for passengers and freight we meet routinely with the UK Government, Network Rail and industry partners to discuss the current operation and future plans for the West Coast Main Line (WCML) including passenger connectivity between Glasgow and London Euston station.

To deliver aspirations enabling modal shift to rail, all parties recognise the importance of improving the attractiveness of rail, particularly as an alternative to less sustainable travel modes.

HS2 would have supported the delivery of these aspirations, however In light of the UK Governments decision to cancel the Manchester route of HS2, I have specifically raised the West Coast main line, and freight issues in recent discussions with Network Rail UK and UK Department of Transport. The UK Government has yet to advise us what its plans for Glasgow to London rail services will be in light of this recent cancellation.

We do not hold information on the revised projected passenger journey times between Glasgow Central Station and London Euston Station following the UK Government’s recent decisions on High Speed Two.

Transport Scotland is responsible for the management and maintenance of the strategic trunk road network including motorways, which is delivered through our operating company contracts. There are no single track trunk roads in Scotland.

Local authorities have a duty under the Roads (Scotland) Act 1984 to manage and maintain local roads in their area. Each local authority will be best placed to advise how many miles of single track A roads are in their area.

Dredging and the sea deposit of dredged material are licensable marine activities under the Marine (Scotland) Act 2010 and a marine licence granted by Marine Directorate – Licensing Operations Team (MD-LOT) on behalf of the Scottish Ministers is required for the activities. A marine licence or dredging authorisation granted to Clydeport does not place a requirement on the port to dredge. It only permits the activity if the port determines it is necessary.

The Statutory Harbour Authority (SHA) for the area is Clydeport (Peel Ports) which is responsible for marine safety in its area of jurisdiction and has a statutory duty to maintain its navigable waterways and channels. SHAs are independent statutory bodies – each governed by their own local legislation – and are deemed commercial entities. Therefore, the Scottish Government has no say in the day-to-day running of their business, nor can it dictate business decisions made by a company.

The Maritime and Coastguard Agency, on behalf of the Department of Transport, conduct a three yearly Port Marine Safety Code (PMSC) compliance exercise where every SHA, berth, terminal, or marine facility is required to submit a signed statement confirming their compliance with the PMSC. For the period 2021-2023 inclusive, a statement confirming compliance was received from Clydeport.

In our Control Period 6 (2019 – 2024) through our High Level Output Statement (HLOS) we tasked Network Rail with development of an efficient electrification technical specification optimised for Scotland, in order to deliver an efficient and affordable rolling programme of electrification, with appropriate plant, staff and resources based in Scotland. We have built on this on our Control Period 7 HLOS with a requirement placed on to Network Rail to continue to deliver and further develop the efficient electrification technical specification agreed across Team Scotland (Network Rail, Transport Scotland and ScotRail).

With all rail infrastructure works, including railway electrification, Transport Scotland’s officials actively engage with Network Rail and rail industry partners to seek ways to reduce the cost of construction.

For example, Transport Scotland participates in Network Rail Scotland’s Decarbonisation Innovation workstream. This workstream aligns with Network Rail’s Efficient Electrification work with the goal of enabling cost and time savings for electrification schemes as well as identifying process and safety improvements.

Transport Scotland has maintained a rolling programme of electrification work, unlike elsewhere in Great Britain, as reflected in current work on Barrhead and then East Kilbride to ensure learning curve benefits are consolidated.

The Scottish Government welcomes The UK Commission on Bereavement’s report and the focus it brings to improving the experience of people affected by grief and loss. Bereavement affects many aspects of our lives, and we recognise that getting the right care and support following a bereavement is crucial for our health and wellbeing.

We are already taking forward a broad programme of work to improve the practical support, care and advice that is available for people who have been bereaved.

The Children, Young People and Families Early Intervention & Adult Learning and Empowering Communities (CYPFEI & ALEC) Fund has provided funding to 115 organisations - including Child Bereavement UK, Richmond's Hope and APEX Scotland who provide support to children and young people who have suffered a loss through bereavement. £14.5m core funding is prioritised annually, which is equivalent to £100m to date from these funds’ inception.

Officials will continue to engage and listen to bereavement sector partners as they take forward bereavement work, drawing on the UK Commissions findings.

As reflected in the answer to question S6W-22365 on 8 November 2023, the Scottish Bereavement Summit’s final report was published on 28 June 2023. The Report suggests 10 recommendations that the Scottish Government is considering how best to implement. The programme of bereavement work currently spans many Ministerial portfolios, reflecting the wide range of impacts bereavement has on people’s lives. The Scottish Government Bereavement cross-policy network continues to engage and listen to bereavement sector partners as we take forward & draw on the UK Commission’s findings.

The Scottish Government funded a national Childhood Bereavement Coordinator project, that concluded in September 2022 with the publication of the final report ‘Growing Up Grieving’. The Co-ordinator’s report included 7 recommendations which span a number of portfolios across Scottish Government. The publication of the report coincided with that of the UK Commission on Bereavement published in October 2022 and the Scottish Bereavement Summit which took place on 13 October 2022, which included delegates from a wide range of bereavement sectors. The summit looked at and summarised the UK Commission report and other recent bereavement reports - including Growing up Grieving , and asked delegates to vote on their priority areas. The final report was published on 28 June 2023, summarising the summit’s findings and compiling recommendations from the 5 recent bereavement reports with the views of summit delegates into one set of recommendations.

As the Scottish Government programme of bereavement work spans a range of Ministerial portfolios, the bereavement cross-policy network is continuing to engage with, and listen to, bereavement sector partners. Future bereavement work will draw on the UK Commission’s findings.

This year leadership of the Clyde Mission migrated from Scottish Government to Glasgow City Region through the transfer of £40m. Clyde Mission was launched in 2020 with a focus on the unique opportunities and competitive advantage of the river, incorporated in five missions, one of which is creating better places for people and communities along the river. At present there are no dedicated initiatives that promote the growth of workboat, small passenger vessel and recreation boat use on the upper Clyde at Glasgow, however if a proposal was submitted then both Scottish Government and Regional Partners would be able to consider.
