Adult to child staff ratios are set by the Care Inspectorate as the regulatory body for the Early Learning and Childcare (ELC) sector and as experts in assessing high quality, safe and nurturing ELC provision.

The Care Inspectorate has no plans to update the current guidance, published 2018. Therefore, the Scottish Government has made no assessment of the potential impact on the average cost of childcare provision relating to ratios.

On 3 April I announced the intention to bring forward a revised Heat in Buildings Bill to set a new target for decarbonising heating systems by 2045 alongside continuing work to reduce fuel poverty.

With respect to the use of e-consultations and telephone triage, while the Scottish Government sets the strategic direction, it is for Health Boards to plan their services based on local need. What is most important is appointments are agreed through shared decision making, balancing patient choice and clinical judgement. We continue to engage with stakeholders in support of service delivery.

I have asked Alison Byrne, Chief Executive of NRS to respond. Her response is the National Population Projections (NPPs) for Scotland are produced by the Office for National Statistics (ONS) on behalf of National Records of Scotland (NRS). They are based on assumptions about future levels of fertility, mortality and migration. The latest set are 2022-based and were published on 28 January. Projections are typically produced every 2 years.

The assumptions are developed by analysing trends in past and current data and taking into account advice from NPP Expert Advisory Panels, devolved administrations and, in the case of mortality assumptions, the Government Actuary’s Department (GAD).

The ONS produce a principal projection and a number of variant projections based on alternative assumptions. The information referred to below relates to the principal projection. Equivalent information for variant projections is also available from the ONS website.

The Total Fertility Rate (TFR) is the average number of children that a group of women would expect to have if they experienced the observed age specific fertility rates in each of their childbearing years. Projected total fertility rates (TFR) can be found in Table 1 of the Scotland summary tables. Between 2025 and 2075 these are projected to vary between 1.26 and 1.29. This compares to a TFR of 1.30 in 2023.

The same table also provides figures for Expectation of Life at Birth (EOLB) which are based on assumed projected mortality rates. EOLB is projected to rise to 83.3 years for males and 86.6 years for females by 2075. The more detailed information on the projected mortality rates on which these are based can be found in the mortality assumptions sheet within the machine readable dataset.

Projected mortality rates are based on an assumed long-term rate of annual mortality improvement in 2047 of 1.1% for ages 0 to 90 years. Mortality rates are assumed to converge to this long-term level of improvement over the first 25 years of the projection.

The iMatter Continuous Improvement Programme, which was developed by NHSScotland staff, enables the measurements of staff experience and employee engagement across all 22 Health Boards as well as participating Health and Social Care Partnerships.

This enables Health Boards to ensure that the insights and experiences of staff are captured and acknowledged, helping to influence and shape initiatives to enhance staff support.

Decisions about the use of AI are currently determined by Local Authorities and schools. Guidance for teachers regarding the use of AI is available through Education Scotland: Teaching and Learning with Artificial Intelligence (AI) | Resources | Education Scotland.

Guidance around the use of Generative AI in assessments is available through the SQA: Generative artificial intelligence (AI) in assessments - SQA. This guidance is currently under review and will be updated in the near future.

The Scottish Government is actively considering the role of AI in schools. Following the recent International Summit on the Teaching Profession, we have committed to consider carefully the guidance produced by the OECD and Education International, and to create an equivalent set of guidelines and guardrails for the Scottish context.

Hardware purchased to support virtual meetings is often multi-functional and may have a primary use other than supporting virtual meetings. This makes categorising purchases directly related to the provision of virtual meetings difficult. Furthermore, hardware which supports virtual meetings may be purchased and managed by different areas across Scottish Government. For example, the provision of meeting rooms supporting virtual meetings is often a joint effort managed by iTECS and Facilities, with other areas of Scottish Government able to contribute on an ad hoc basis. Therefore, the records pertinent to this question are not held centrally. In this instance, to define, collate, and analyse the information requested would represent a disproportionate cost. However, it should be noted that any hardware purchases should leverage framework agreements which ensure the best value for the public purse.

NHS Boards are separate entities with their own local governance and performance management arrangements in place, in line with national guidance, such as the ‘NHS Scotland Blueprint for Good Governance.’ This can be accessed at: www.gov.scot/publications/blueprint-good-governance-nhs-scotland-second-edition/.

There is also an ongoing cycle of routine engagement, scrutiny and support between the Scottish Government and NHS Boards. This helps ensure the latter are delivering on local and national priorities, and are being held to account for the significant public investment in the NHS. This evidence-based approach to monitoring performance and managing risk across the NHS in Scotland is underpinned by the ‘NHS Scotland Support and Intervention Framework’, which consists of five stages in a ladder of escalation that provides a model for support and intervention by the Scottish Government. NHS Boards can be escalated on the Framework as a result of significant and persistent performance issues; informing further scrutiny, support and intervention, as required. It is important to note that in Scotland, not everyone who is receiving Social Security benefits are out of work. Our data shows that 33% of people on Universal Credit are in employment.

However, the Scottish Government aims to improve employment opportunities for those who face barriers in the labour market. Our No One Left Behind approach delivers an all-age, place-based, person-centred model of employability support in Scotland. Services are designed local to ensure the needs of that particular demographic are met. Services are voluntary, aiming to support individuals towards the right job at the right time.

Scotland also has 2 Investment Zones designed to deliver economic growth, more high skilled jobs, investment, and future opportunities for local people, as well as 2 Green Freeports which will boost innovation and inclusive growth within communities and both will support economic transformation and stimulate employment opportunities.

The publication reports that 75% of children in relative poverty were living in working households in the period 2021-24.
