To ask the Scottish Government what its position is on what the political balance should be on (a) quasi-judicial panels and (b) local authority decision-making bodies.

Regarding (a), quasi-judicial panels:

There are a wide variety of organisations that could be considered quasi-judicial bodies with their own constitutions, legislative underpinnings and governance arrangements. The position in respect of political balance would need to be checked with each organisation.
Regarding regulated Ministerial Appointments to public body boards that could be considered a quasi-judicial body, all applications are considered individually on their merits. The Ethical Standards Commissioner regulates this area and their Code of Practice for Public Appointments (the ‘Code’) and associated Code Guidance (both 2022) set out the position relating to political activity. In summary, candidates are required to provide information relating to their political activity. It is not necessarily a bar to appointment but the appointing panel will take the information into account as part of the Fit and Proper Person test when assessing ability to perform in role. When an individual is appointed, any political activity is declared in the news release announcing the appointment.

Regarding (b), local authority decision-making bodies:

Councils (and potentially also their decision-making bodies) are independent bodies with their own powers, responsibilities, governing constitutions, legislative underpinnings and governance arrangements. The position in respect of political balance would need to be checked with each organisation.
Scottish Ministers have committed to respecting local government’s democratic mandate as part of the Verity House Agreement. The view of the Scottish Government is that locally elected representatives are best placed to prioritise the needs of the local community.

To ask the Scottish Government how often the full list of public appointments by public bodies is published.

The list of public appointments by public body, which was published on 25 March 2025, is an exhaustive list of Ministerial regulated public appointments only. Ministerial regulated public appointments are those governed by the Ethical Standards Commissioner and the Code of Conduct for Public Appointments (2022).

The list is intended to be updated regularly so that it reflects recently made appointments. It was corrected on 25 March 2025 following the identification of errors.

Details added to the spreadsheet should be correct at the point of the appointment commencing. These details may change over time and become out of date. A process is underway to update the spreadsheet to ensure accuracy, including rectification of any other errors identified, and it will be re-published when complete.

To ask the Scottish Government how it will support social housing providers in complying with greener heat regulations that they find unaffordable.

The social housing sector has been outperforming the housing stock overall in terms of EPC ratings in recent years. The Scottish House Condition Survey found 65% of Scotland’s social housing stock rated EPC band C or better. Scottish Government provides grant funding support to social landlords to implement clean heating systems and energy efficiency measures in their existing stock through the Social Housing Net Zero Heat Fund.

To ask the Scottish Government what engagement it has had with international firms operating in Scotland regarding expanding domestic supply chains.

The Scottish Government along with Scottish Development International and Enterprise Agencies are actively engaged with business and international firms operating in Scotland to expand the domestic supply chains. For instance, Scottish Enterprise works with more than 350 foreign owned businesses to support their growth which includes encouraging the benefits of engaging with local supply chain companies.

This is achieved by building on the strength of Scotland’s innovation ecosystem, which supports technology development and skills across a wide range of manufacturing sectors, leveraging the knowledge and expertise of industry bodies, partners and Scotland’s academic institutions. This approach will enable our manufacturing sector to take advantage of emerging market opportunities, such as offshore wind, hydrogen and future industries in which Scotland has the potential to excel.

To ask the Scottish Government what assessment it has made of the resilience of power supply infrastructure at Scottish airports, in light of the recent disruption at Heathrow Airport.

In general, the Scottish Government has no role in day to day operations at airports in Scotland as these are regulated by the UK Government and its associated agencies.

Officials engaged regularly with Scottish airports during the disruption affecting Heathrow Airport in order to understand the impact on Scotland. Whilst no concerns were raised by Scottish airports in relation to power supply, we would of course be happy to engage further with the sector should any issues arise that directly affect Scotland.

To ask the Scottish Government how many violent incidents involving weapons have been recorded in schools in each year since 2020.

Information is not held centrally on the total number of violent incidents within schools that involve the use of a weapon. Some information is available where any such use of a weapon resulted in either the exclusion of a pupil or the recording of a weapon possession (used) crime by the police.

Table One shows those exclusions from school in 2020-21 and 2022-23 which included the reasons of Physical assault using improvised weapon, physical assault using weapon and threat of physical violence using weapon or improvised weapon. This data is published biennially, with the next update covering the 2024-25 academic year. It should be noted that each exclusion can include more than one reason and figures for 2020-21 will have been impacted by the closure of the school estate as part of the Covid-19 lockdown.

Table Two shows the number of weapon possession crimes in school recorded by the police, where the weapon has been used against another person (for example to threaten or assault). This only covers cases that have been reported to the police, and again the relatively lower figures for the year ending December 2020 will likely reflect the pandemic related school closures.

To ask the Scottish Government whether it will publish a summary of contingency plans for power loss at government-owned or supported airports, including any recent risk assessments or drills conducted.

In general, the Scottish Government has no role in day to day operations at airports in Scotland as these are regulated by the UK Government and its associated agencies. For power loss specifically, this would be a matter for the electricity distribution networks, who in turn are governed and regulated by the UK Government and OFGEM respectively.

However, the Scottish Government works closely with Highland and Islands Airport Limited (HIAL) and we remain assured that robust measures are in place to ensure all 11 airports operated by HIAL have sufficient power. Contingency plans are also in place for these airports should the primary powers sources be affected.

To ask the Scottish Government what assessment it has made of the potential economic impact of the recently announced USA import tariffs on Scotland-based businesses, and what representations it has made to the UK Government in response.

We are acutely aware of the risk tariffs on the UK and globally pose on Scottish businesses.

We have carried out initial analysis of trade statistics to understand Scottish exposure to US trade across key products and where that may differ from the UK economy.

The First Minister discussed the matter with the Prime Minister on 11 April and made clear urgent action should be taken to protect Scotland’s economic interests.

To ask the Scottish Government what its position is on the reported calls for it to have urgent engagement with the UK Government and international partners regarding securing tariff exemptions for Scotch whisky.

The Scottish Government continues to engage with all our partners to call for a long-term return to tariff free trading that has been mutually beneficial for the Scottish and US spirits sectors, as part of a wider UK-US negotiated solution. I met with the UK Minister for Trade Policy and Economic Security on 2 April to discuss this. The Deputy First Minister met with the US Chamber of Commerce on 3 April and the First Minister met with senior figures in the whisky sector in New York on 7 April to hear directly from the business leaders involved and hosted a business round table which included the Scotch Whisky Association and the Food and Drink Federation on 16 April. The First Minister also met with the Prime Minister, Sir Keir Starmer, on the 11 April to discuss tariffs amongst other topics.
